About this file

This is a Statement of Work (SOW) for an annual subscription membership in a Model-Based Systems Engineering (MBSE) Standards Development Organization (SDO) sought by the United States Air Force.

The USAF requires membership in an international, open-membership, not-for-profit technology standards consortium focused on open systems architecture and model-based engineering. The membership subscription enables the USAF to identify a Primary USAF Representative with proxy voting rights on consortium standards approval boards; participate in Task Forces, Special Interest Groups, Working Groups, Subcommittees, and Managed Communities; attend and vote in Domain Technology Committee, Platform Technology Committee, and other consortium meetings; access members-only website areas including documentation and collaboration sites; and have USAF Representatives eligible to hold seats on the Architecture Board and Board of Directors (subject to board approval). The specific objectives include understanding standards direction before public adoption, functioning as a market leader to influence standards development, accessing consortium organizational proceedings and design decisions, participating in consortium events and technical committee meetings, contributing to and initiating new and revised standards, and participating in designated boards and task forces. These include the C4I Defense & Military Domain Task Force, Architecture-Driven Modernization, Digital Engineering Model Interchange (DEMI), Enterprise Knowledge Graph Managed Community, MOSA Enabling Environment Working Group, Artificial Intelligence PTF, ManTIS CASCADE, Reusable Asset Service PTF, Model-Based Acquisition User Group, UAF V1.3 and V2.0 Revision Task Forces, SACM V2.4 RTF, DevSecOps Working Group, and Information Exchange Framework Working Group, among others.

Statement of Work (SOW)

Annual Subscription for Membership in a Model-Based Systems Engineering (MBSE) Standards Development Organization (SDO)

1. Introduction

The United States Air Force (USAF) needs membership in international standards bodies developing and maintaining computer industry specifications relevant to model-based design and engineering approaches to effectively and efficiently design, develop, acquire, and sustain USAF assets.

2. Background

USAF objective is to maintain currency with industry methods, approaches and standards in a continuously evolving acquisition and engineering environment. To do so, USAF systems commands must remain apprised of global industry activities while retaining a position of leadership in the development, refinement, and publishing of standards germane to Air Force platforms and systems, and regarding data interface standards for exchange of information with our vendor partners through contractual arrangements.

The USAF requires membership in an international, open-membership, not-for-profit technology standards consortium for open systems architecture and model-based engineering. These standards are driven by vendors, end-users, academic institutions and government agencies. Historically, program executive offices have secured membership as necessary for their individual projects to succeed.

3. Requirement / Product Description(s):

The USAF seeks subscription by membership to attend consortium events, participate in standards-issuing decisions, and use products and services available to consortium members. Membership also advances the situational awareness, training and development of attending and participating personnel with regards to Air Force interactions with standards organizations. The subscription allows USAF to:

• identify a Primary USAF Representative to possess and proxy voting rights on consortium standards approval boards,

• participate in any consortium Task Forces, Special Interest Groups, Working Groups, Subcommittees and Managed Communities

• attend, contribute and vote in Domain Technology Committee meetings,

• attend, contribute and vote in Platform Technology Committee meetings,

• attend, contribute and vote in Task Forces,

• attend, contribute and vote in Special Interest Groups

• attend, contribute and vote in Managed Communities

• identify individuals possessing us.af.mil e-mail addresses for consortium membership as USAF

Representatives,

• identify USAF Representatives to participate and attend consortium events at consortium members rates,

• access the consortium Members only areas of the consortium website (including documentation, collaboration sites, working files, etc.)

• have one USAF Representative to be eligible to hold a seat on the Architecture Board (eligible, but not guaranteed, requires Board approval)

• have one USAF Representative to be eligible to hold a seat on the consortium Board of

Directors (eligible, but not guaranteed, requires Board approval)

3.1 Statement of Objectives

3.1.1 It is USAF objective to understand direction of standards before public adoption begins.

3.1.2 It is USAF objective to function as a market leader, able to influence the direction of standards.

3.1.3 It is USAF objective to have access to documents, presentations, papers, and design decisions of consortium organizational proceedings.

3.1.4 It is USAF objective to participate in consortium events, such as technical committee meetings, to interact with and learn from other consortium member organizations on consortium standards.

3.1.5 It is USAF objective to contribute to and initiate new and revised standards.

3.1.6 It is USAF objective to be eligible to provide a USAF POC to the consortium Board of Directors.

3.1.7 It is USAF objective to be eligible to provide a USAF POC to the consortium Architecture Board.
