This document includes a permit issued by the U.S. Army Corps of Engineers Alaska District and details for a federal contract opportunity with the U.S. Department of Agriculture Forest Service. The permit authorizes the discharge of up to 7 cubic yards of concrete into waters of the U.S. to reconstruct structures at the Anan Wildlife Observatory, including 12-inch thick concrete walls and a 4-foot by 4-foot by 14-inch footing. The solicitation seeks a contractor to perform reconstruction of the remote bear-viewing facilities at Anan Creek, including demolition and removal of timber decks and stair structures, relocation of existing structures, construction of new footings, decks, shelters and an aggregate trail, as well as preparation of shop drawings for a future metal staircase. Dear Mr. Kolarich, This is in response to your September 3, 2020, application for a Department of the Army (DA) permit, to discharge up to 7 cubic yards of concrete into 0.0008-acre (34 square feet) below the Ordinary High Water Mark of Anan Creek in order to construct 12-inch thick walls inside an existing fish pass outlet control structure, and a 4-foot x 4-foot x 14-inch footing on bedrock inside a fish pass in support of the Anan Wildlife Observatory reconstruction project. It has been assigned file number POA-2020-00427, Anan Creek, which should be referred to in all future correspondence with this office. The project site is located at Latitude 56.183º N., Longitude 131.890º W.; on the Cleveland Peninsula, 35 air miles southeast of Wrangell, Alaska.

DA authorization is necessary because your project will involve placement of fill material into waters of the United States under our regulatory jurisdiction.

Further, please note General Condition 30 requires that you submit a signed certification to us once any work and required mitigation are completed. Enclosed is the form for you to complete and return to our office.

Unless this NWP is modified or revoked, it expires on March 18, 2022. It is incumbent upon you to remain informed of the changes to the NWPs. Nothing in this letter excuses you from compliance with other Federal, State, or local statutes, ordinances, or regulations.
