About this file
This is a U.S. Preference certification document used by procurement officers, purchasing agents, and similar officials to evaluate bids for products manufactured in the United States. The document does not contain information regarding specific products, services, quantities, response dates, due dates, site visits, bidder conferences, award dates, or contract terms. Instead, it serves as a standardized form that bidders must complete in their entirety and submit prior to bid opening to claim eligibility for a five percent price preference under Louisiana Revised Statute 39:1604.7.
The preference allows vendors to receive favorable consideration when their U.S.-manufactured products are equal in quality to competing products and do not exceed the cost of foreign-manufactured alternatives by more than five percent. Vendors claiming this preference must specify which line items qualify, identify the U.S. location(s) where products are produced, manufactured, or assembled, and provide a certified signature from an authorized representative affirming that claimed items are manufactured in the United States. Multiple bidders offering U.S.-manufactured products within the five percent threshold may compete, with the lowest bidder among qualifying vendors entitled to match the lowest overall bid price. Preference claims submitted on alternative documents or after bid opening will not be considered.
