Louisiana Preference Form Summary

This document is a Louisiana Preference form used by the State of Louisiana in accordance with Louisiana Revised Statutes 39:1604(H) & (I) to evaluate bids for materials, supplies, products, provisions, or equipment procurements. The form allows procurement officers and purchasing agents to grant preference to bidders offering Louisiana-produced, manufactured, or assembled products. Bidders must complete and submit this form prior to bid opening to qualify for consideration; preference claims submitted on alternative documents or after bid opening will not be considered.

To qualify for the ten percent (10%) Louisiana preference, bidders must meet specific conditions: the cost of Louisiana products cannot exceed competing out-of-state products by more than ten percent, the vendor must agree to match the lowest bid price offered, and the bidder's Louisiana workforce must comprise a minimum of fifty percent Louisiana residents. When multiple bidders offer Louisiana products within ten percent of the lowest bid, the bidder with the lowest Louisiana product bid may accept the lowest overall price. Bidders claiming preference must identify whether the preference applies to all line items or specific line items, and must specify the Louisiana location(s) where products are produced, manufactured, or assembled. The form defines key terms including "assembled," "Louisiana products," "manufactured," "processed," and "produced" to clarify eligibility for preference consideration.
