About this file

This file contains urgent questions regarding a solicitation issued by the Maryland Cannabis Administration (MCA) for Canopy Demand Report Analysis and Market Modeling services. The MCA is seeking a qualified third-party vendor to compile, analyze, and present cannabis canopy demand data and market modeling in a comprehensive, policy-relevant format to fulfill statutory reporting requirements under Alcoholic Beverages and Cannabis Article 36-802. The primary deliverable is a comprehensive report assessing the adequacy of cannabis supply in relation to market demand, which must be submitted to the Maryland General Assembly on or before December 31, 2026. The vendor's analysis will directly support MCA's licensing decisions and policy development initiatives. The proposal submission deadline is April 9, 2026.

The procurement is mandated by state statute and serves critical regulatory and legislative functions for Maryland's cannabis administration. The vendor must demonstrate specialized capability in cannabis market analysis and regulatory reporting to effectively execute this engagement. No contract value, budget range, contract term length, evaluation criteria, or pre-proposal meeting information has been specified in the available source materials. The report's completion date of December 31, 2026, provides the vendor with a defined timeline for delivering the statutory analysis required by the General Assembly.

Text version

1. Why did the timing for the RFP response deadline as well as the Contract Term shift forward? Per the State’s Procurement Manual, since this is categorized as a Small Procurement, it may post for at least 3 business days.

2. Please note: Under II.D. the Final Draft Report is due on December 15, 2026, but under I.A, it says on/before December 30. Which is it? The final draft report will be due to MCA on December 15. It is due to the Maryland General Assembly from MCA on or before December 31, 2026.

3. Why does the Contract Term run through June 30, 2027 if the report is due on/before December 31, 2026? What are the expectations of the selected vendor between January 1 - June 30, 2027 after report delivery? For Additional Technical Assistance

4. Why were the Renewal Options removed? The contract period is now only 9 months.

5. What is the source for the unregulated market data? Will the State provide this data?

The data is self-reported by cannabis cultivation licensees, and yes, the State will provide this data.

6. Is it correct to assume that the selected vendor is responsible for primary research to supplement provided market data? Yes

7. Is there any travel required? i.e., in-person meetings? No

8. The budget reduced considerably from $165,000 to $65,000. What is the reason for this major adjustment? The amount is determined by the contract duration, which is only 9 months.
