About this file

This is a Question and Answer document clarifying the scope and deliverables for the Maryland Cannabis Administration's Canopy Demand Report Analysis and Market Modeling contract. The MCA is procuring third-party vendor support to compile, analyze, and present cannabis market data and demand forecasting for statutory reporting to the Maryland General Assembly by December 31, 2026, as required under Alcoholic Beverages and Cannabis Article 36-802. The contract scope includes updating a prior demand study conducted before the Cannabis Reform Act, conducting delivery research with an interactive GIS map of delivery assets, collecting and analyzing data from September through October 2026, and providing ongoing technical assistance through the contract end date of June 30, 2027. Key deliverables include a clean dataset by October 31, 2026, market forecasting analysis, and support during the 2027 legislative session. The contract commenced on September 21, 2026, with a fixed-price cap of $65,000.

The pricing structure requires offerors to submit a Financial Proposal incorporating all work, including Section III.C (Delivery Research) and "Additional Technical Assistance," under applicable budget categories such as "Additional Technical Assistance" or "Market Forecasting" with detailed budget narratives. The MCA will provide available state data, including delivery asset information, licensee data, and prior study materials, with specific formats and delivery mechanisms to be finalized during the initial project meeting. Timeline adjustments for deliverables will be coordinated with the Contract Monitor if MCA data delivery is delayed. Offerors are encouraged to supplement state-provided data with available transfer prices and public benchmarks in their methodology. The contract anticipates contractor support throughout the full contract term, including anticipated legislative committee briefings, member question responses, and supplemental analyses during the 2027 legislative session.

Section III.C (Delivery Research) and the interactive GIS map of delivery assets do not appear in the five budget lines on Attachment A. Please confirm whether Section III.C is within the scope of this contract and the $65,000 not-to-exceed amount, and which budget line it should be priced under. If in scope, what delivery asset data will MCA provide (licensed delivery operators, approved service areas, dispensary locations, pending service area expansion petitions) and in what format? Section III.C (Delivery Research) is within the scope of this contract. While not explicitly listed as a line item in Attachment A, Offerors should include the effort for this requirement under the most applicable budget category (e.g., "Additional Technical Assistance" or "Market Forecasting") and detail this allocation in the budget narrative. MCA will provide relevant delivery asset data; specific formats and delivery mechanisms will be finalized during the initial project meeting.

Section II.A directs the contractor to update the initial demand study conducted before the Cannabis Reform Act. Will MCA provide the underlying data, model assumptions, and survey instrument from that study, and the data and methods from prior annual canopy demand reports, so the update is built on a consistent basis? MCA will collaborate with the contractor to ensure a consistent update. Section III.C.1 requires the contractor to meet with MCA to review past reports, discuss data sources, and align on forecasting methods. Underlying data and assumptions will be shared during this collaborative process.

Section III.D states data collection occurs September 1 through October, but the contract begins September 21. Please confirm that the October 31 clean dataset deliverable is scoped to state data received by a specified date, and how the deliverable schedule adjusts if MCA data delivery is delayed. The contract term begins on September 21, 2026. While the scope identifies September-October for data collection, the deliverable schedule is designed to be manageable within the contract period. The October 31 deliverable for the "Clean dataset" will be scoped based on data availability at the time of commencement. Any necessary timeline adjustments will be coordinated with the Contract Monitor.

Will MCA provide licensee production cost or wholesale price data for the cost-per-pound analysis, or should the contractor rely on transfer prices and public benchmarks? MCA will provide available state data. Specific availability of licensee production cost or wholesale price data will be reviewed during the initial project meeting (Section III.C.1). Offerors are encouraged to utilize available transfer prices and public benchmarks in their methodology.

The contract runs through June 30, 2027, and the "Additional Technical Assistance" deliverable is listed as TBD. Does MCA anticipate contractor support during the 2027 legislative session (committee briefings, responses to member questions, supplemental analyses), and is there an expected level of effort for that period so it can be priced within the fixed price? The contract period extends through June 30, 2027, which encompasses the 2027 legislative session. The "Additional Technical Assistance" deliverable (currently TBD) is intended to cover support throughout the contract term, including requested legislative support. Offerors should factor in an estimated level of effort for this ongoing assistance within their Financial Proposal.
