Upper East Fork Laterals FRS No. 9 Dam Rehabilitation - Technical Specifications
This is a comprehensive technical specifications document for the repair and rehabilitation of Upper East Fork Laterals FRS No. 9, a dam structure located approximately 2.5 miles north of Forney in Kaufman County, Texas. The project is sponsored by Kaufman County Commissioners Court and the Kaufman Van Zandt Soil and Water Conservation District in cooperation with the Texas State Soil and Water Conservation Board. The scope of work includes clearing and grubbing of designated areas, rebuilding upstream and downstream embankment slopes to specified design grades (3H:1V), installation of riprap shoreline wave protection, replacement of a 40-foot downstream segment of corrugated metal pipe (CMP) principal spillway conduit with concrete pipe, construction of a diaphragm drain around the downstream end of the spillway conduit, replacement of the low-level sluice gate and trash rack on the principal spillway riser structure, and regrading of the auxiliary spillway control section. The contract is structured as a unit price contract with a performance period of 202 calendar days, excluding weather days. The contractor must submit a construction progress schedule within 10 days of the Owner-Contractor Agreement, revised submittals 21 days prior to work initiation, and maintain detailed record documents throughout the project. A preconstruction meeting and site mobilization meeting are required, followed by progress meetings not to exceed one per month. An as-built survey prepared by a licensed Texas surveyor and operation and maintenance data in three-ring binders must be submitted prior to final payment.
The technical specifications document establishes detailed requirements for materials, equipment, labor, and construction procedures across 19 drawing sheets and multiple specification sections. The project incorporates Storm Water Pollution Prevention Plan (SWP3) requirements under TPDES General Permit No. TXR150000 due to the site exceeding five acres, with the contractor responsible for submitting an amended SWP3 prior to Notice to Proceed and maintaining copies on-site. Bid items include clearing and grubbing (measured by area), structure removal (lump sum), pollution control (lump sum payment prorated over estimated project months), sediment fence installation (linear feet with 75 percent payment upon completion and 25 percent upon removal), and permanent vegetative cover including seedbed preparation, seeding, mulching, and fertilizer application. Material specifications reference 2024 standards for items including aggregates, Portland cement, steel reinforcement, concrete pipe, plastic pipe, ductile iron pipe, riprap, slide gates, and geotextile. The contractor must obtain all necessary permits, comply with TPDES requirements including bi-weekly sediment control inspections and inspections within 24 hours of rainfall events exceeding 0.5 inches, and provide field engineering services through a registered Texas land surveyor. Payment is based on actual measurements and quantities accepted by the Owner, with final payment contingent upon submission of record documents, as-built surveys, and operation and maintenance manuals.
