About this file
This is a Change Order Request for a Participation or Piggyback Contract issued by the State of Illinois Chief Procurement Office General Services (CPO-GS) with Emergent Devices Inc. for the continued supply of Narcan 4mg Nasal Spray. The original indefinite quantity joint purchase master contract (JPMC) was established on April 23, 2021, and was originally scheduled to expire on June 30, 2024. This change order represents the fourth extension of the contract and extends the completion date by six months through December 31, 2026, aligning with the amended end date of the MMCAP Infuse master contract MMS2000303. The contract enables governmental units and qualified not-for-profit entities to purchase Narcan on an as-needed basis through a cooperative purchasing arrangement.
As an indefinite quantity contract, there is no not-to-exceed value specified. The current spending on the master blanket purchase order totals approximately $65 million over the 61-month contract term, averaging approximately $1.1 million per month statewide. The estimated value of this six-month extension is $9,000,000, which accounts for potential volume increases by ordering agencies. The extension was approved on June 10, 2026, by the State Purchasing Officer, Unified Procurement Program Representative, and Chief Procurement Officer, all citing the importance of maintaining uninterrupted access to this critical, life-saving medication at a competitively priced rate while leveraging volume-based discounts under the MMCAP Infuse master contract.

The Office of the Chief Procurement Officer for General Services (CPO-GS) is executing an indefinite quantity, joint purchase master contract (JPMC) to enable governmental units and qualified not-for-profit entities to purchase Narcan 4mg Nasal Spray on an as-needed basis.
2. Provide a detailed description and explanation for the change required:
This change order would extend (by 6 months) the State of Illinois' indefinite quantity, joint purchase master contract for the purchase of Narcan through 12/31/26, matching the amended end date of MMCAP Infuse master contract MMS2000303. This is the fourth extension of this contract; the previous end date of both the MMCAP master contract and State of Illinois Participating Addendum was 6/30/26 after extension #3 and 10/31/25 following extension #2.
Since this is an indefinite quantity JPMC, there is not a "not-to-exceed" value on the contract. The current spend on master blanket purchase order 21-510CPOGS-CPOGS-P-25955 is roughly $65M in the 61 months of the contract term. which averages out to about $1.1M per month being spent statewide throughout the term. Therefore, the estimated value of this extension is $9,000,000, which allows for a potential increase in volume by the ordering agencies. Extending this contract will give the permitted users the ability to continue purchasing this critical medication and leveraging the volume-based discounts offered under the MMCAP Infuse master contract.
