About this file

This is a Solicitation/Contract/Order for Commercial Items (SF 1449) issued by the Defense Logistics Agency (DLA) for the procurement of CyberFeds subscription services.

The DLA seeks annual maintenance support and renewal for CyberFeds annual subscriptions, along with Workers Comp Subscription and eLearning Library access, to be used by the DHRS-DS Systems Team (J1) and potentially other DLA areas. The subscription tool provides J1 employees access to an online library of human resource guidance and regulations covering classification and staffing, EEO, employee and labor relations, pay and benefits, worker's compensation, case law, and arbitration awards. This is a follow-on contract structured as a fixed-price Blanket Purchase Agreement (BPA) with a base year (April 9, 2026 – April 8, 2027) and two optional one-year periods. The solicitation number is SP4702-26-Q-0008, with offers required by March 16, 2026 at 3:00 PM Eastern Standard Time. FOB Destination and inspection/acceptance at destination are required. The contractor must complete Level 1 Antiterrorism training annually for employees with routine access to federally-controlled facilities. Invoicing will be processed through the Wide Area WorkFlow (WAWF) system using the Invoice 2in1 document type. The contracting office is DLA Contracting Services Office Columbus, ATTN: DCSO-C, P.O. Box 3990, Ohio 43218-3990, with Point of Contact Mr. Douglas Breckel of DLA Human Resources. All questions must be submitted to Abigail Heil at Abigail.Heil@dla.mil by March 16, 2026 at 3:00 PM EST.
