2.5. Care shall be exercised so as not to damage electrical conduit in workspaces, computer area and telephone lines.

2.6. Remediation activities shall be confined within the designated work areas to minimize inconvenience or disruption to USDA personnel.

2.7. The contractor shall coordinate with USDA Contract Officer Representative (COR) prior to shutting down of HVAC units or any other mechanical systems prior to remediation activities.

2.8. Non-skid and OSHA-compliant ladders shall be used during this project.

2.9. Work Schedule: The work is scheduled: Monday through Friday, approximately 8 hours per day, until completion. USDA campuses and facilities are closed during recognized Federal Holidays.

2.10. Project Duration: T B D . Project duration will be provided once a contractor has been selected and an award has been made. (i.e. Project Kickoff meeting)

2.11. Government Furnished Equipment shall be removed from affected areas.

(Coordinated with COR)

3.0. WORK PROCEDURES:

3.1.1 Contractor Staff / Worker Required Training

All contractor staff / workers involved in the removal of microbial remediation activities shall receive at minimum hazard communication training to minimize potential adverse health effects associated with exposure to microbes and other biological vectors. Training topics shall include the following:

• Microbial hazards including fungi and bacteria;

• Potential health effects associated with exposure to microbes;

• Exposure routes (e.g., inhalation, dermal, ingestion);

• Engineering Controls; and

• Personal protective equipment.

3.1.2 Personal Protective Equipment

All workers involved in the removal of microbial contaminated materials shall wear Personal Protective Equipment (PPE) assigned to minimize exposure and reduce potential adverse health effects. Recommended PPE includes the following:

• Disposable half-face high efficiency particulate air (HEPA) filter or N95 air purifying respirator at minimum

• Eye goggles to prevent exposure to eyes (if full-face respirator is not used)

• Tyvek suit or other suitable protective clothing to prevent skin exposure

• Nitrile or Rubber gloves

• Rubber boots

3.1.3 Engineering Controls

To prevent the migration of microbial contamination outside the work area, a HEPA filtered negative air system shall be installed prior to beginning remediation activities. Install a sheet of plastic with a slit and a cover flap at the door. The flap shall be fastened to existing floor and wall area. Turn-off and cover all Fan Coil Unit air-conditioners and other HVAC equipment using minimum 6-mil polyethylene. Seal penetrations between other floors using polyethylene or other suitable material.

3.1.4 Removal of Furniture and Equipment

Furniture and equipment that is not removed or discarded, shall be moved, or covered with a sheet of plastic by contractor performing microbial remediation activities per suite instructions.

These items shall be vacuumed. All surfaces shall be cleaned using a HEPA- filtered vacuum or, if necessary, they shall be cleaned and Disinfected (follow directions listed below). The items shall be stored in a clean area where the items will not become re-contaminated during the microbial remediation activities.

3.1.5 HEPA Vacuuming

Non-porous surfaces without heavy soil or microbial contamination shall be vacuumed using a HEPA filtered vacuum cleaner.

Porous surfaces without heavy soil or microbial contamination shall brush with a minimum nylon bristled brush and vacuumed using a HEPA filtered vacuum cleaner.

HEPA Vacuuming shall be the only cleanup method of any and all electronic equipment.

3.1.6 Pre-cleaning Surfaces

If visible microbial contamination or heavy soil is present on any non-porous surfaces the surfaces shall be cleaned following means and methods as prescribed by IICRC S520.

h t t p s : / / i i c r c . o r g / s 5 2 0 / The cleaning must remove and capture microbial all contamination. Thoroughly scrub all contaminated surfaces using a stiff brush, hot water, and a non-ammonia soap/detergent or commercial cleaner. The excess cleaning liquid shall be collected with a wet/dry vacuum, mop, or sponge. The area shall be rinsed with clean water and the excess rinse water shall be collected for disposal.

3.1.7 Disinfecting Surfaces

After cleaning has removed all visible microbial contamination and other soiling from contaminated surfaces, a disinfectant may be used to kill microbial contamination missed by the cleaning. The affected surfaces shall be scrubbed with an aqueous solution of 10% bleach (3cup/gallon), 5% Tri-sodium-phosphate (TSP, depending on the concentration - 2/3 cup) and 5%-mile detergent (1/3 cup/gallon). Another alternative is using a commercial Mildew Stain Remover, manufactured by ZEP, or with non-toxic disinfectants such as Odor Ban, or equivalent, that will also eliminate smells associated with off-gassing from mold spores, or other approved alternative. The solution can be applied with a spray bottle, garden sprayer, or it can be sponged on. Collect any run-off of bleach solution with a wet/ dry vacuum, sponge, or mop. Do not rinse or wipe the bleach solution off the areas being treated -- allow it to air dry on the surface. (Bleach and ammonia should not be mixed as a toxic chlorine gas may result).

Bleach can irritate the eyes, nose, throat, and skin. Protect skin and eyes from contact with bleach. Test solution on a small area before treatment, since bleach is very corrosive and may damage some materials.

As a follow-up to any clean up and renovation, a moisture meter shall be used to ensure the moisture is within acceptable limits (recommended to be <18 - 20 %). Recommend the Accuscan Moisture Meter, Item Number: M620 manufactured by the Delmhorst Instrument Company or equivalent, to test moisture to test the moisture levels in wood and cement.

3.1.8 Removing Microbial Contaminated Materials

Remove all carpets, carpet pads, and ceiling tiles where applicable. Also, remove heavily microbial contaminated materials such as wallboard, wood, and plaster. Inspect the remaining surfaces and remove visible microbial contamination, as needed, using the pre-cleaning, and disinfecting procedures outlined above. After removing visible microbial contamination, vacuum all remaining surfaces including floors, walls, and ceiling tile grids using a HEPA-filtered vacuum.

Contractor is responsible for the removal and disposal of any hazardous waste material accumulated. Contractor will use a 100% active natural citrus degreaser/deodorizer (i.e., Citrol, Mfg.by National Chemical Laboratories, Philadelphia, PA) or approved equal.

To prevent the spread of microbes place all removed materials in 6-mil polyethylene bags or wrap the materials in 6-mil polyethylene plastic sheeting. If polyethylene sheeting is used, duct tape shall be applied to seal the items inside the plastic. C o n t r a c t o r w i l l remove all materials from the work area and dispose properly.
