About this file

This is a Statement of Work (SOW) from the USDA Forest Service for installing network cabling throughout the National Seed Laboratory building. The project requires installation of both Forest Service and non-Forest Service network cables and wireless capabilities, as only part of the building currently has hardwired and wireless access.

The technical requirements specify installation of a 48-port patch panel and IT rack/cabinet in the Main IT room, connecting to Seed Coolers, Wireless Access Points, and lab equipment, with fiber optic cable connecting to a second IT room containing a 24-port patch panel. The work includes installing 66 data drops, 8 wireless access points, copper grounding bus bars, dedicated 20-amp electrical receptacles, and specific cabling requirements including Cat 6 or better cables with color coding (blue for universal wiring, grey for sensor wiring). The contractor must follow strict clearance requirements from power lines and lighting, provide complete testing and certification of all cables, furnish a one-year materials/labor warranty, and submit detailed as-built drawings. The project requires background checks for all employees, and work should begin within 2 weeks after award.

Project Extend network cabling throughout the National Seed Laboratory building

General Information

1.0 Scope of Work

Install network cables for Forest Service network and Non-Forest Service network and add wireless capabilities throughout the NSL building.

2.0 Background

Only part of the NSL has hardwired and wireless access. Need network access throughout the entire building.

Contractor Requirements

3.0 Technical Requirements / Tasks

The Main IT room will require a 48-port patch panel, and an IT rack or cabinet. The patch panel will cover the connections to the Seed Coolers, Wireless Access Points and additional outlets that are needed for Lab equipment throughout the wing. A fiber optic cable will connect to the 2nd IT room right wing.

The 2nd IT room will consist with a 24-port patch panel that will connect Wifi on this Side of the building and 12 Germination refrigerator.

There should be 2 data ports on each new wall box.

The equipment being used for the ADI is the Cisco Meraki. The initial setup from the CIO contains 1 MX-67 router, 1 MX-1208FP-HW switch, and 1 MR 36 WAP.

Install a solid Copper Grounding buss bar with grounding strap cable sized for the distance it needs to run back to the facility main grounding point., 2 x12 grounding bus bar for the server rack and hardware.

Verify and install as needed adequate power for electrical. A dedicated 20 amp receptacle, 2 or 4 power plug receptacle to power a 2200 ups for the switch. This provides protection for surges and low voltage.

Verify and install as needed to maintain 72 degrees 24/7 when the door is closed for extended periods of unattended occupancy. Some solutions seen elsewhere have been to - Install exhaust fans, ducts, grills & returns for proper ventilation and cooling.

If not able to achieve cooling •Install a Mini-split AC system with independent thermostat controls.

Every electrical outlet shall be labeled with printed labels to indicate the serving power panel and breaker.

A minimum of two dedicated 120 V nominal, non-switched, ac duplex electrical outlet receptacles, each on separate branch circuits, shall be provided for equipment power.

These receptacles shall be rated at 20 Amps and be connected to a 20 AMP branch circuit.

In addition, convenience duplex outlets 120 V nominal, non-switched, ac duplex electrical outlet receptacles shall be placed at 6-foot intervals around the perimeter walls, at a height of 18” above the floor.

If stand-by power is available, automatic switchover of power shall be provided.

Telecommunications Workstation outlets and patch panels.

The standard telecommunications outlet box shall be 4” X 4” X 2 ¼” which will accommodate one or two trade size 1 conduits. For larger cabling/conduit requirements a 4 11/16” X 4 11/16” X 2 ¼” box will need to be installed. Regardless of which box is installed a mud ring to reduce the opening down to support a single gang faceplate is required.

A normal Work Area Outlet must be able to support at least four UTP cables to support telecommunications needs.

In general, all office areas must have at least two Workstation outlets. These outlet boxes shall be installed on opposing walls without a doorway, T568B is the standard for all Telecommunications jacks.

Biscuit jacks for use with Pairgain Modems shall be equipped with a red protector to compensate for distant issues.

Copper patch panels will be Cat 6 (or better) rated and they will be punched down pair for pair in sequential order. FMST requires the use of 24- and 48-port panels typically and each project will be sized 25% larger in ports than actual number jacks being called out.

Telecommunications Grounding Bus bar (TGB)

A TGB will be mounted on the Telecommunications Backboard (TBB) in the upper left hand corner a minimum of 6-inches from the top and left corner in any additional TR. Additional TGBs can be utilized in a TR to reduce the grounding cable length as needed. TGB will be grounded with a dedicated copper cable to the TMGB utilizing Chart 1 above.

Backboards

Telecommunication backboards (TBB) will be mounted on the entire wall where the external conduits extend into the TR as a minimum. Backboard sheets shall consist of one, 1.2 m X 2.4 m X 18 mm (4 feet by 8 feet by 3/4 inch) ACX plywood backboard coated on both sides and all four edges with 2 coats of light gray fire retardant, insulating paint as a minimum. Install these backboards at locations indicated “TBB” on drawing print vertically on the long axis, 18 inches

AFF.

The plywood shall reach from corner to corner. Install the plywood vertically at 18" AFF and anchor securely to wall substrate with a minimum of five (5) equally spaced fasteners along each vertical edge and down the centerline of each sheet of plywood. Fasteners must be flush with surface of backboard. Fasteners shall be of the appropriate type for each substrate. Provide blocking or additional studs in framed walls to receive plywood backup panel fasteners.

For riser-sizing considerations, the area will be evaluated for the appropriate riser. At a minimum, 3 pairs per 100 square feet of usable floor space shall be provided. Actual copper count is specified in each project by the NEC Plans Branch.

Figure 9 - Copper Riser Cable

Fiber – A minimum of 12 strands of 9/125-micron single mode fiber optic cable shall be installed between the main TR and any sub-TR. Fiber will be terminated in rack mounted fiber line interface units (LIU) and equipped with SC Super PC Ceramic connectors. The fiber-optic backbone cables shall be terminated at all locations in a rack- mounted fiber panel. There shall be 15-feet of slack managed outside of the fiber panel to facilitate future re-terminations.
