About this file
This is a Performance Work Statement for PFAS Compounds Sampling at the Bedford VA Medical Center in Massachusetts. The Bedford Healthcare System requires a one-time sampling event to test for all 40 PFAS compounds at seven specific monitoring sites (0101, 0401, 0501, 0502, 0503, 0504, 0701) located across Buildings 10, 17, 18, and 19. The sampling must comply with method 1633 and is mandatory for the facility's Massachusetts Water Resource Authority (MWRA) sanitary sewer discharge permit renewal, which expires April 1, 2026. Without this sampling data submitted to the GEMS Program Manager, the facility cannot renew its permit and will face regulatory violations and potential fines under 360 CMR 10, which would prohibit all campus discharges to the sanitary sewer.
The related pre-solicitation notice indicates the Department of Veterans Affairs is seeking qualified vendors through an RFQ solicitation process. The requirement is set aside exclusively for Service Disabled Veteran Owned Small Businesses (SDVOSB) and Veteran Owned Small Businesses (VOSB). Interested vendors must register in SAM.gov and VetCert, complete VA Form 10091 vendor registration, and hold SBA verification of veteran small business status prior to award. The applicable NAICS code is 541380 and PSC is H946. Interested parties should contact Contracting Officer Tara.Dossiema@va.gov for additional information.

Performance Work Statement PFAS Compounds Sampling at MWRA Sample Sites Department of Veterans Affairs – VA Bedford Healthcare System The Bedford Healthcare System is requesting a sampling event specifically for PFAS compounds at existing MWRA sample sites at Bedford VAMC. All work will be in accordance with the Final Contract, Final Approved Quotes, and the most recent Veterans Health Administration (VHA), National Fire Protection Administration (NFPA), Occupational Safety and Health Administration (OSHA), and The Joint Commission (TJC) codes and requirements.
Introduction:
1. The Bedford VAMC utilizes the sanitary sewer constantly and because of that, we must comply with 360 CMR 10. We comply with those regulations through our permit with the Massachusetts Water Resource Authority (MWRA). The permit sets specific limitations across campus to ensure the sewer discharges are within the safe parameters (pH, temperature, dissolved solids, etc.).
2. The permit expires this year and needs to be renewed by April 1, 2026. Required in the renewal package is PFAS sampling at all MWRA discharge sites (Buildings 10, 17, 18, and 19) following the proper sampling 1633 method.
3. Without this sampling, we will not be able to renew our permit.
4. Without a renewed permit, we will be in violation of 360 CMR 10, which prohibits the entire campus from discharging to the sanitary sewer. Any discharges done without the proper permit approval would result in fines.
2. Performance:
The Vendor will conduct required sampling for all 40 PFAS compounds at sites: 0101, 0401, 0501, 0502, 0503, 0504, 0701 which are located across buildings 10, 17, 18 and 19. All results will be sent directly to the GEMS Program Manager to submit as a part of our MWRA sewer use permit renewal package.
