COB RF Line and Conduit Installation

Statement of Work (SOW)

7 August 2024

1. DESCRIPTION AND SCOPE OF WORK.

The contractor shall provide all labor, equipment, tools, and supplies necessary to accomplish the work specified below. This SOW defines the effort required by the contractor for installation of shielded RF cables and conduit in building 38(COB) to enable new radio system ground system in support of B-2 operations. The Contractor shall provide for Whiteman AFB, MO and install a conduit to shield RF cables that run form the room G202(ACS lab) patch panel to the roof cabinet of the building 38 (COB). All equipment must be able to be removed off site immediately if necessary, and removed at the end of the day, at a minimum. Contractor shall be prepared to begin work immediately on the contract start date.

1.1 Location and Work Schedule

1.11 The primary place of performance is Whiteman AFB, MO. The performance area is in a secure/restricted area.

1.12 The contractor shall coordinate with 509 OSS Operations to schedule work & determine accessibility. Note that planned times/dates may change subject to unforeseen circumstances.

1.13 Normal workhours are 7:30 am to 4:30 pm. Normal workdays are Monday through Friday, except

US Federal Holidays and Family Days. There may be mission essential days deemed by the Government that does not allow contractor access to the asset locations. Advance notice will be provided when possible. US Federal Holidays include: New Year’s Day, Martin Luther King Jr. Day, Presidents Day, Memorial Day, Juneteenth, Independence Day, Labor Day, Columbus Day, Veterans Day, Thanksgiving, and Christmas Day.

1.2 Security and Safety

1.21 The contractor shall identify the key technician(s) to be assigned to work under this contract.

Personnel shall be EAL security cleared to access sensitive areas.

1.22 Individuals performing their duties will be required to be on an EAL to access work areas and be escorted at all times in the restricted area. EAL paperwork will be provided and accomplished after award. Contractor shall wear appropriate security badges, line badges, identification and/or name tag as required by the security procedures of the squadron where performance takes place.

1.23 All personnel requesting access to Whiteman AFB must possess a valid State or Government picture identification card. All personnel shall be a US Citizen. Foreign Nationals will not be authorized access to Whiteman AFB, MO. Furthermore, individuals presenting identification cards from a state that is non-compliant with the REAL ID Act will require additional documentation to gain unescorted base access. Additional documentation include a valid U.S. Government issued passport, an employment authorization document that contains a photograph, or identification cards issued by federal state or local government agencies that include a photo and biographic information. A full list of REAL ID Act compliant and non- complaint states can be found at https://www.dhs.gov/real-id. Personnel requesting vehicle access to Whiteman Air Force Base must provide a valid driver's license, current vehicle registration, and valid vehicle insurance. This work is in a secure environment and personnel with a criminal conviction, or pending, may be denied access.

2. PRINCIPLE ITEMS OF WORK.

Please provide a proposal that provides an efficient solution to the requirement as outlined in the SOW, and include equipment and vehicle listing with proposal. The contractor shall provide for Whiteman AFB, MO installation of a conduit to shield RF cables that run form the room G202(ACS lab) patch panel to the roof cabinet of the building 38 (COB) and the RF cables. The RF cables will be 6 each LMR-400 RF cables which are ~0.5” in diameter and approximately 300’ in length. The conduit should terminate in a box on both the roof cabinet and ACS lab patch panel. The Contractor shall:

2.1 Ensure conduit should provide shielding for the cables running through it from the Room G202

(ACS lab) until it leaves the controlled space entry area. (see attached diagram).

2.2 Ensure conduit should run along the roof of the building as far from the occupied spaces as possible.

2.3 Provide RF cable runs that meet this description: At the RF panel in the lab room a TNC female to TNC female bulkhead mount (PE1353). A TNC male connector for LMR-400 will mate to this

(PE44293). LMR-400 will run to the attenuator which has a N-type male (PE44522 or PE44526) and N-type female (PE44534) connector on each end. LMR-400 runs from the attenuator up to the roof cabinet

RF patch panel which will have another TNC male connector (PE44293) and TNC female to TNC female bulkhead mount (PE1353).

2.4 Each RF cable run will have the following:

QTY 2 TNC female to TNC female bulkhead mount adapters | PE1353

QTY 300 ft LMR-400 Cable | LMR-400-DB-BULK

QTY 2 TNC Male LMR-400 connectors | PE44293

QTY 1 N-Type Male connector | PE44522 or PE44526

QTY 1 N-Type Female connector | PE44534

Qty 1 Attenuator | PE7AP006-12

2.5 Provide RF Patch Panel with 6 each TNC female to TNC Female connectors (Pasterknack Part #

PE1353) for room G202.

2.6 Provide RF Patch Panel with 6 each TNC female to TNC Female connectors (Pasterknack Part #

PE1353) for roof cabinet.

2.7 Verify patch panels are electrically bonded to the conduit.

2.8 Clean and maintain good housekeeping of equipment.

2.9 Verify tightness of all electrical connections.

2.10 Verify all sub-components are in proper working order.

2.11 Verify all continuity of RF cables are correct and within required regulation bands.
