About this file
This is an Ordering Guide for the Unison Marketplace, a federal e-procurement platform designed to streamline subsistence procurement for the Bureau of Prisons (BOP). The guide provides comprehensive instructions for buyers on how to use the platform to solicit, bid, and award food service and facility maintenance contracts.
The Unison Marketplace operates through a seven-step process: Define requirements, Share with Account Manager for drafting, Review and approve drafts, post to Marketplace for vendor engagement, review bids and award decisions, confirm vendor readiness, and finalize documentation. Buyers can choose between two posting methods—One Buy (allowing multiple awards per line item with Reverse Auction off) or Grouping/All or Nothing (for related items with Reverse Auction on). The platform automatically includes a 3.88% performance-based fee (capped at $16,500) in vendor bids, which is invoiced to vendors rather than the government. The guide includes detailed specifications for 309 line items across multiple food categories including meats, dairy, produce, grains, spices, and supplies, with delivery requirements specifying temperature controls (frozen items at 0°F or below, perishables at 34-41°F). Award notifications must be provided to vendors with PO or Purchase Card details, and contractors must acknowledge awards and confirm delivery capability within specified timeframes. The guide also addresses contractor responsibilities regarding compliance with National Menu Specifications, quality inspections with conditional three-day receipt periods, nonconforming supply procedures, and past performance documentation. Contact support is available through dedicated Account Manager Christina Hyland and the team email DOJ@UnisonGlobal.com.

Section 1: Introduction
What is Marketplace?
Marketplace is an e-procurement platform that helps institutions quickly compete contracts for commodities and simple services – maximizing value for the Bureau on quarterly subsistence purchases.
How Marketplace Helps You Unison Marketplace streamlines procurement by connecting you to hundreds of thousands of federal vendors for food service, maintenance, and facility needs. Real-time competitive bidding stretches your budget while ensuring consistent, competitive bids and offers without the hassle. Buyers typically save 4–6 hours per contracting action supported by dedicated account managers (AM) and sourcing experts.
Purpose of the Guide This guide explains what to submit, how to choose the right posting method, how vendors are engaged, and what to do once the bids/offers come in. The goal: simplify running compliant, competitive requirements without the guesswork. Whether you're managing your first buy or just need a refresher, this guide gives you tools to get it right the first time.
Section 2: Unison Marketplace Support for Subsistence Procurement
DEFINE – Identify and Prepare Your Requirement Before submitting a request for drafting, be sure to clearly define your institution’s needs to ensure the requirement is accurate and complete for your Account Manager (AM).
Where to start:
· Meet with the Food Service Administrator.
· Gather internal info and establish the scope of the requirement.
SHARE – Submit Your Requirement(s) for Drafting Once your requirement is defined, your next step is to share it with your AM. This is the handoff point to Marketplace. Your responsibility is to ensure the required information is complete and submitted clearly so your AM can begin drafting on your behalf.
What Happens Next:
· Connect with your AM and send over any documentation you have and convey the deadline for when the requirement(s) should close on the Marketplace.
· Your AM will review the information and create a draft of your requirement(s) utilizing your EXISTING workflow.
Key Reminders for This Step
· At this stage, you are not reviewing or approving anything – just making sure all the core information has been shared with your AM.
· If something is unclear or incomplete, your AM will follow up to confirm delivery dates, clarify line items, or discuss how the requirement(s) should be solicited.
· Note: Drafting could take an hour or more. Wait to hear back from your AM if the drafts are complete.
*See Section 3 for posting methods & Section 4 for what you should include for your AM when requesting them to draft up your requirement(s)*
REVIEW & SOLICIT – Final Check Before Posting After your AM drafts your requirement(s), you’ll receive a copy for review. Be sure to catch errors, confirm details, and approve for posting to Marketplace.
What to Review: Once you receive a copy of the draft(s) from your AM, verify all line items for quantity (QTY), unit of measure (UOM), and line-item description (LID).
ENGAGE – Requirement(s) Are Now Live on Marketplace Once approved and posted to Marketplace, the engagement/competition phase begins. This is where Marketplace’s in-house sourcing team takes over to drive vendor participation. If your requirement also needs to be posted on SAM.gov, you will need to create a new opportunity using details from your Marketplace posting.
What Happens after Posting
· Our in-house sourcing team identifies relevant vendors based on the criteria outlined in the requirement(s) and contacts them via email and phone.
· Vendors log in to place their bids and can ask questions through the platform.
· You can view and respond to questions in your buyer dashboard.
· Our Assurance team monitors vendor submissions and flags any issues.
· Your AM will follow up with you if there are concerns with any vendor submissions.
Posting to SAM.gov To post a Unison Marketplace opportunity to SAM.gov, you will need to create a new opportunity by logging into your SAM.gov account, navigating to the Workspace tab, and clicking “Create Opportunity.”
For step-by-step guidance, double-click the embedded file below. It contains detailed instructions on how to complete the SAM.gov posting, including where to insert the unique Marketplace buy link.
Once the SAM posting has been published, confirm that the posted details match the Marketplace listing exactly, and contact your AM or email DOJ@unisonglobal.com with any questions or issues.
DELIVER RESULTS – Reviewing Bids and Moving Toward Award
After the bidding period ends, your AM will provide you with a comprehensive report designed to be easily e-filled and reviewed. As the buyer, you can review the responses and determine which vendors to award.
What Happens After Bidding Closes
· Once you receive the report(s) you will evaluate offers and select awardees.
· We recommend that you review vendor past performance as part of your evaluation. Vendor Activity Cards are available on your buyer dashboard and provide Marketplace-specific details. Contact vendors directly for bid-related questions and inform us if you choose not to award based on past experience.
Key Reminders: This step is inherently governmental — Marketplace does not recommend vendors or make award decisions. Instead, it supports you by organizing bid data and helping document your selections on the platform once your decision is made.
DUE DILIGENCE - Confirm Award and Vendor Readiness
Make Sure That You
· Confirm Award details – Double-check that quantities, vendor names, and items match what's on the PO or Pcard.
· Meet internal requirements – Complete any required forms, approvals, or reviews specific to your agency (e.g., budget, bid review, FSA sign-off).
· Note any exceptions – If a vendor was excluded due to past performance or incomplete responses, document it for upcoming quarters.
· You can share this info with your AM if it impacts future award decisions.
Tips for Smooth Closeout
· Use the PDF report provided to you by your AM as a reference point.
· When in doubt, ask your AM – they’re here to answer any questions you may have along the way regarding bids received.
DOCUMENT – Finalize and File the Record
After delivery is confirmed and all goods have been received, it’s important to wrap things up with proper documentation. This ensures your award is traceable, auditable, and accessible later if needed.
Remember To
· Finalize Award and Deliver Records
· Save the final closeout report with award decisions clearly marked.
· File any related documentation: PO’s, Pcards, invoices, vendor communications etc.
· Unison Marketplace will keep a record of the award and vendor activity that you can access anytime via your buyer dashboard.
· When the award is finalized—whether it's a PO or Pcard—be sure to share the award details with Unison Marketplace (DOJ@unisonglobal.com). This helps ensure proper documentation and recordkeeping.
Section 3: Choosing a Posting Method
Before your requirement is posted, your AM will ask how you’d like the items structured – this will depend on if you are looking to make multiple awards or award a group of items to one vendor.
One Buy Method
· These menus include all line items in one buy with the Reverse Auction turned off so vendors can choose which items to bid on.
· This Buy method includes two additional buy terms to let the seller know that multiple awards may be made.
· Once the buy closes, a report is provided so that the buyer selects the awarded vendor for each line item, and then Unison will process "breakouts" into separate buys for the award.
Grouping/All or Nothing Method
· These typically will have a small selection of line items together with reverse auction turned on.
· Typically, these are line items that are related, or are stored in similar conditions (dry goods, refrigerated, or frozen for example).
· Specialized items such as Religious (Kosher/Halal) Meal Menus are commonly grouped in one buy.
Section 4: Submitting Requirements for Drafting
Once you have decided on the posting method for your subsistence requirement, simply email your AM or DOJ@unisonglobal.com the details of your requirements. Please complete or refer to the attached form for information that is helpful to complete this drafting process.
Below are types of attachments often submitted with subsistence drafting requests:
Form 10 (PDF)
Form 10 PDF scanned with notes (PDF)
Solicitation Documents (Word, PDF)
Excel version or listing of any of the above (Preferred)
Key Reminders for Drafting Assistance
· Be sure that the Quantity and Unit of Measure are clear for the vendor
· Delivery Requirements – If specific delivery dates, locations, and requirements need to be communicated to the vendor for bidding, it is often best to include a document with that information to be included with the posted buy. Alternatively, this information can be communicated through the Buy Terms of the buy.
· Standard posting settings for Subsistence are Open Market, Small Business, Meet or Exceed, Award type to include purchase cards.
· Reverse Auction Settings:
· Use Reverse Auction (RA) When:
· You want sellers to compete on price.
· It’s a high-volume, single-item buy.
· You have a clear budget or target price.
· Don’t Use Reverse Auction When:
· It's a One Buy with multiple awards expected.
· Award will be made per line item.
Section 5: Optional Self-Drafting (Workflow Templates)
This section introduces you to how to draft your own requirement using templates and tools provided by Unison Marketplace. It's ideal for experienced users or buyers who want more control over the initial setup before involving their AM.
How it works If you're drafting a requirement for the first time, log into your Buyer Dashboard on Marketplace and click “Guide Me” on the right-hand side of your screen. Then select “Create New Buy.” This step-by-step tool will walk you through the drafting process and outline what details to include.
Reminder: If you’re using the One Buy method, make sure to include the two additional buy terms, and turn Reverse Auction OFF.
Pro Tip: When creating a requirement on the Marketplace, for buys that have several line items, you can use a downloadable Excel template to either fill in or copy and paste from an existing document. The template has three to four fields that are needed:
Item Description; Quantity; Unit of Measure; POP (If Option Buy)
This completed excel can then be uploaded for easy multiple CLIN creation.
(See Section 3: Choosing a Posting Method for more details.)
If you’d like a second set of eyes on your draft to ensure everything is complete, just send it to your AM and they’ll be happy to review and help you double-check the details.
Prefer a hands-on walkthrough? You can also schedule a one-on-one session with your AM to build the draft together and get familiar with the process using the book me link in When drafting your requirement independently, vendor pricing will default to two decimal places, as per Marketplace's standard display settings. If your agency’s system requires greater pricing precision, we can enable a setting that allows vendors to submit unit pricing up to 5 decimal places to the right of the zero ($X.XXXXX). To accommodate this, please inform us prior to posting your requirement so the necessary adjustment can be made.
Section 6: FAQs & Troubleshooting
Frequently Asked Questions How can I find vendor contact information?
· Available in the bid details information on the buyer dashboard
· Available in the Excel Bids download accessible from your AM on your buyer dashboard
· Just ask you AM and we will be happy to send you that information.
What do I need to do on the Marketplace to notify a vendor of award?
· On your end, the order processing is the same. For the Marketplace you can have your buys updated with award information by:
· Including DOJ@unisonglobal.com or your AM in the PO / Purchase Card distribution email to the vendor.
· Send your AM or Distro a listing of the awarded vendors, awarded amounts, and PO or PC reference number.
· If there are any deviations from what the vendor bid on the Marketplace, please see a detailed copy of PO or email explanation.
I am trying to make an award, and the vendor has said their pricing is wrong.
What do I do next with the Marketplace?
We understand things can change quickly, as sometimes adjustments in quantity or product substitutions can result in pricing changes (like ordering each buy delivered at a case price). We often refer to this as offline negotiation. See Offline Fee Negotiation for more information.
What is an Activity Note or Activity Card? How should I use it?
· An Activity Note is a flag (positive or negative) placed by a Buyer on a Seller's account. A Buyer can place these notes if they are dissatisfied with an aspect of the Seller's performance on a particular buy on Unison Marketplace.
· Seller Activity Notes are active on the Seller's account for 18 months, unless removed by the Buyer. Unison Marketplace cannot remove these notes from Sellers' accounts and any concerns regarding a Seller Activity Note should be addressed with the Buyer directly. Buyer contact information can be found next to the Note.
· Examples of the types of note codes and what they represent include: Positive Feedback, Non-Delivery, Incomplete Delivery, Late Delivery, Delivery of Non-Conforming Items, Unresponsive to the Buyer, Other Non-Compliance with Solicitation, Not Registered in SAM.
· An Activity Card is a section in the vendor profile that allows Buyers to review performance on the Marketplace as indicated by other Buyers positive/negative experiences working with different vendors.
· Most subsistence requirements use past performance as part of the vendor evaluation.
· While Seller Activity Note is not a performance evaluation per FAR Subpart 42.15, and it is not intended to be used as such, you can still review Vendor Activity Cards from your buyer dashboard that will provide Marketplace-specific details.
· Follow up directly with vendors for any questions regarding their bid and let us know if you do not intend to award a vendor due to past experience.
· Buyers are encouraged to conduct due diligence and past performance reviews as required by any applicable policies, statutes or regulations.
Common Issues
Mistake
Why It’s a Problem
What to Do Instead
Missing delivery date
Sellers can’t guarantee fulfillment
Use “Delivery Terms” or Buy Notes
UOM mismatch (e.g. LB vs BAG)
Pricing becomes inconsistent
Match UOM to item description (e.g., “50 lb bag” = “BAG”)
Scanned PDFs for line items
Can’t be imported or cleaned easily
Send Excel (or original PDF, not scanned)
No ACTIVE Target Price
No competition pressure
Provide IGCE or estimated budget
* If you don’t have a budget or target price, or do not want to increase competition, you can use $1 as your target price, and set to inactive.
Offline Fee Negotiation
· Per our terms of use, the vendor is responsible for invoicing the government the Unison Total listed on their bid. This is inclusive of the Unison Fee and they are responsible for remitting it.
· Should the Solicitation specifically request pricing information, Sellers must include the Unison Marketplace fee within each unit price so it matches their Bid as it appears on the Marketplace. However, information-only costs (such as MSRP, trade-in values, overage costs, etc.) are generally acceptable. Not including the Unison Marketplace fee may be considered an offline bid. Unison Marketplace's disallowance of offline bids helps Buyers maintain the integrity of the competitive process by enabling Buyers to conduct all procurements pursuant to uniform ground rules that treat all Sellers impartially, fairly, and equitably. In turn, Sellers have confidence that they are competing on a level playing field that truly rewards best value bidding.
Understanding the Fee:
The Unison Marketplace fee is a performance-based fee set at 3.88% of the awarded amount or capped at $16,500—whichever is lower. This fee is automatically included in vendor bids, so the total price you see at the time of award already accounts for it. That’s why the fee is not broken out separately and is not paid directly by your organization. The Government only pays the fee on awarded Marketplace buys. After an award, the winning vendor receives their full bid amount (inclusive of the fee), and Unison invoices the vendor for the fee portion. If the fee would cause a vendor’s bid to exceed a contract ceiling or target price, we adjust it accordingly to avoid impacting your IGCE.

The delivered item(s) must comply with all applicable Federal, State, and local mandatory requirements and regulations relating to the preparation, packaging, labeling, storage, distribution, and sale of the supplies in the commercial marketplace. When a known allergen is included in the item(s), the item(s) must comply with the allergen labeling requirements of the FD&C Act. Failure to comply with the National Menu Specifications will result in your quoted item not being considered for award. No specification substitutions will be accepted. If a specification does NOT state, it must be a product of the United States or Canada, it is acceptable for it to be a "product of" a Foreign Country and distributed in the United States or Puerto Rico. When options are offered on the specifications, it is the FSA's determination as to what options are put out to bid. Not all options need be put out for bid. (i.e., cans and pouches). Items that are fried may be baked at the institutions discretion. The NFSA/Chief Dietitian will make the final determination on product compliance.
