EDT at the Union County Administration Building, 10 Elizabethtown Plaza, 2nd Floor, Elizabeth, New Jersey. Delivery by commercial mail carrier (USPS, FedEx, UPS) was strongly encouraged to ensure tracking confirmation, though hand deliveries to the Administration Building were accepted without confirmation of receipt. No late proposals were accepted, and submissions via fax or email were prohibited. All information requested in the RFP was required to be provided, or the proposal risked disqualification. The County clarified it would not be responsible for late delivery by mail or other carriers.
