About this file
This is a Request for Proposal (RFP) issued by the City of Waxahachie, Texas for uniforms and custom apparel for city employees. The solicitation seeks qualified vendors to provide high-quality, professionally designed uniforms across five categories: catalog discount percentage, standard uniforms and apparel, public safety custom uniforms and accessories, police department body armor, and footwear. The RFP was released on September 24, 2024, with a pre-proposal meeting scheduled for October 3, 2024, and responses due by October 15, 2024, at 2:00 pm Central Time. The contract term is two years with three additional one-year renewal options, automatically renewing unless either party provides a 90-day cancellation notice.
Vendors must provide unit pricing for individual and bulk quantities, with the ability to offer alternates for some categories. The evaluation will be points-based across four criteria: cost (40 points), quality of services (20 points), delivery timeline and approach (20 points), and experience (20 points). Proposals will be submitted electronically through the OpenGov procurement portal, and vendors are required to provide a conflict of interest questionnaire, most recent W-9, and potentially product samples. The city reserves the right to award a single contract, split awards, or no award based on what best serves their interests, with pricing subject to negotiation and potential adjustment with 120 days' notice prior to contract renewal.

ALTERNATES: This category allows for alternates. Some line items includes specific branded item and item numbers. It is understood that not all companies have wholesale access to all the brands in the solicitation, this should not limit the company from making an offer and proposing an alternate. Occasionally, manufacturers update the model number or upgrade products to a next series. As part of the proposal response, it is permissible to submit alternates to the item which are equal or better to the product indicated. A description of the alternate is required in the "Alternate" column of each line item if applicable. The City has the right to request samples of the alternate proposed items to make sure they satisfy the City’s needs and are comparable to the requested item. QUANTITIES: Please indicate a price for a quantity of one (1). The tiered line items for larger quantities allow you to offer a discount for larger quantities. Departments may have the need to order as few as a quantity of 1 for an item.
