About this file
This is an Invitation for Bid (IFB) issued by the City of Orlando Procurement and Contracts Division for Underwater Diving Services, specifically for the inspection, repair, and monitoring of various municipal water infrastructure. The solicitation (IFB24-0264) seeks a contractor to perform underwater diving services for culverts, weirs, sluice gates, structures, open and closed stormwater systems, lakes, and associated equipment. The bid is scheduled to be opened virtually on May 16, 2024, at 2:00 PM, with a non-mandatory pre-bid conference on April 17, 2024, at 1:00 PM. The contract term is anticipated to be three years, with potential renewals for up to three additional twelve-month periods, totaling a maximum of seventy-two months.
The pricing proposal includes a comprehensive schedule of hourly and daily rates for various diving services, such as single inland commercial divers (with and without vessels), hazmat divers, underwater welding, cutting, drilling, dredging, inspection, and mobilization services. The total estimated quantities range from 10 to 200 hours/days across nineteen different line items. Respondents must submit electronic bids through the City's e-Procurement Portal, with paper responses being deemed non-responsive. The city requires extensive documentation, including references, certifications, insurance proof, equipment lists, and compliance forms related to minority/women-owned and veteran business enterprise participation, recycled content, and scrutinized companies regulations.
