About this file

This is a pre-vetting instruction document for the F-35 JPO Unclassified IT Industry Day event scheduled for June 11, 2026, at Fort Belvoir, Virginia. The document outlines security procedures and access requirements for non-military attendees to expedite base entry processing.

Individuals with active DoD Common Access Cards (CAC) or Military IDs are exempt from pre-vetting requirements. All other attendees already registered for in-person attendance must submit a pre-vetting list via Excel spreadsheet by May 26, 2026, to jasmine.griffith@jsf.mil, limited to a maximum of two pre-registered attendees per submission. Required information includes event details (date, time, location, event name) and visitor identification: for drivers, last name, first name, driver's license number and state of issuance, and date of birth; for non-drivers, comparable information from state-issued ID or valid passport. A "Trusted Traveler" (Active or Retired U.S. Military ID holder, Dependent ID holder 18+, or DoD Civilian CAC holder) must sponsor visitor access. Foreign visitors require a valid homeland security stamp in their passport or current I-94 and must be escorted by a Trusted Traveler. Real ID Act compliance is enforced; state IDs marked "Not for Federal Identification" require secondary identification at gate entry. Access denial is based on specified criminal background criteria including active arrest warrants, felony convictions within ten years, sex offender registration status, and terrorism database identification. Fort Belvoir gates operate with varying hours: Lieber Gate (Monday-Sunday 6am-6pm), Tulley Gate (24 hours), and the Visitor Center at Tulley Gate (Monday-Friday 6am-6pm). Ubers, Lyft, and taxis are prohibited from base access.

F-35 Industry Day Pre-Vetting Instructions

Please review the following details and base access requirements carefully.

* STOP: Individuals with a DoD CAC or Military ID have no further action and do not need to pre-vet. *

Pre-Vetting is an option to expedite your visitor access to Fort Belvoir for the one-day F-35 Industry Day event. On the day of the event, you, as the visitor, will enter Tulley or Lieber Gate, inform the security guard you’re on a list and present ID. You will process through the Visitor Center on arrival for an access pass. A Trusted Traveler must sponsor you for access. This process should only take 5-15 minutes. If the Visitor Center is closed, the Security Guards will process you in the commercial/visitor lane.

SUSPENSE: To be submitted on the pre-vetting list, you must respond no later than May 26, 2026.

Attendee names that were NOT already registered for this event will not be submitted as part of the pre-vetting process, as in-person registration is closed. Please use Microsoft Excel spreadsheet for your pre-vet list of no more than two (2) pre-registered attendees. Once submitted, NO additional names can be added. Please follow the SAM.gov instructions on how to submit your list as an EXCEL attachment. DO NOT send as a PDF file or photo.

Consent: By submitting this information for pre-vetting, all individuals on the list agree that their personal information provided will be used to conduct a criminal background check to determine eligibility for access onto Fort Belvoir and further agree that the results from the background check will be provided to the sponsor as necessary.

- Foreign visitors must have a valid homeland security stamp in their passport. Please note, all vehicles accessing Fort Belvoir are subject to being searched.

Real ID ACT Implementation

State-issued driver's license and identification cards marked, “Not for Federal Identification, Not for Federal Purposes, or Federal Limits May Apply” or similar wording will require a secondary ID to access Fort Belvoir. If you do not have a secondary ID you’ll be denied access, or you’ll have to be escorted by a Trusted Traveler. If you are cleared on a pre-vet list you will still be required to provide a secondary form of ID when you arrive at the gate on the day of the event.

Acceptable Secondary form of Identification

· Social Security Card (no photocopy)

· U.S. Passport or U.S. Passport card

· Birth Certificate (no photocopy)

· PIV or PIV-I card (personal identification verification card)

· Border Crossing Card (form DSP-150)

· VA Card (new)

· U.S. Permanent Resident Card (form I-551)

· U.S. Certificate of Naturalization or Certificate of Citizenship (form N-550)

· Employment Authorization Document (form I-766)

· TWIC card

· Merchant Marine card (issued by DHS / USCG)

· Native American Tribal photo ID

· DHS “trusted traveler” card (global entry, nexus, sentry, fast)

· Driver’s license issued by U.S. State Department

· Identification card issued by federal, or state, or local government agencies, provided it contains a photograph and biographic information such as name, date of birth, gender, height, eye color and address.

· U.S. Military or draft record

· Foreign Passport with a Temporary (I-551) stamp or temporary (I-551) printed notation on a machine-readable Immigrant VISA.

Real ID Act extension date explanation: The extension date is a deadline when you must have one of the two new ID’s (driver's license or state identification card). The “standard” driver’s license, which is the one that DMV had previously issued will no longer be accepted.

If you recently renewed or applied for a driver's license or state ID you will receive one that is marked with a STAR emblem or marked with “FEDERAL LIMITS APPLY, Not for Federal Identification or Not for Federal Purposes”. If you are currently in possession of an ID that is marked with a STAR emblem you are compliant and no additional identification is required. If you are currently in possession of an ID that is marked “FEDERAL LIMITS APPLY, Not for Federal Identification or Not for Federal Purposes” you will need a secondary ID to access Fort Belvoir.

Now through the extension date you can use your "standard" driver's license to access. If you are already in possession or applied for the new driver’s license or state identification card your “standard” driver’s license/ID is no longer valid.

Listed below are reasons why an individual is denied access based on their criminal background.
