About this file
This document is an Industry Day presentation for the F-35 Lightning II Joint Program Office (JPO), held on June 11, 2026, to communicate the technical requirements, acquisition strategy, and contracting procedures for a competitive task order opportunity under the Army's CHESS ITES-3S contract vehicle.
The F-35 JPO seeks performance-based services to sustain its Joint Virtual Environment (JVE), which supports 3,500+ users across 20+ domestic and international locations. Key technical areas include network operations (355+ network devices, 20 DISA circuits, 3 commercial circuits with 1-10 GB bandwidth); cloud services (Azure infrastructure with 145 virtual machines across two regions, backup and recovery architecture); business applications (169+ end-user software tools, 18 business applications, Microsoft 365 environment); and cybersecurity (zero-trust architecture, CMMC compliance, Risk Management Framework implementation, continuous monitoring, vulnerability management). The contract is structured as firm-fixed-price CLINs covering unclassified IT services, classified IT services, materials, travel, AS ISSE and SSE support, multimedia services, and AFNET services, with a base year (including phase-in) plus four option years. Proposals are due August 20, 2026 (or September 17, 2026 if extended), with contract award anticipated March 16-23, 2027, and a 60-day transition-in period beginning June 1, 2027. Evaluation will use a best-value trade-off approach with technical capability and past performance weighted substantially more heavily than price. The opportunity is unrestricted, with questions due by June 25, 2026, and answers to be posted on SAM.gov.

PROPOSAL SUBMISSION INSTRUCTIONS
Proposals will consist of 3 seperate tabs:
TAB 1: Technical Proposal, TAB 2: Past Performance, TAB 3: Price Proposal.
Note: While the Technical Proposal must not contain any reference to price, resource information must be provided so that a contractor’s understanding of the requirements may be evaluated.
Procurement Contracting Officer – Mr. John Meyers
EVALUATION CRITERIA
The Government intends to evaluate proposals and award a contract without discussions. However, the Government may hold discussions if it is considered that discussions are in the best interest of the Government.
Final Evaluation of Proposals Proposals may be revised in light of any additional information provided during subsequent discussion.
Basis for Award This is a fair opportunity ordering process under FAR 16.505(b)(1) using best value trade-off procedures.
The Government will select the best overall offer based on an integrated assessment of the evaluation factors of Technical, Past Performance, and Price. This may result in an award to a higher-priced Offeror where the decision is consistent with the evaluation factors and the Source Selection Authority (SSA) reasonably determines that the proposal represents the best value to the Government.
