1. PURPOSE

The purpose of this requirement is to perform a safety inspection and analysis of the existing Underwater Egress Training (UET) equipment, specifically the Cross Gantry Hoist

(XGH) and support structures at each of the four UET sites and deliver a report to the

Government detailing the findings of each inspection and analysis of the results.

2. SCOPE

The United States Marine Corp has issued a “No-Swim” due to a recent training accident in open water. On 30 July 2020, an Amphibious Assault Vehicle (AAV) sank off the coast of

San Clemente Island, California, 9 deaths. In response to the training accident, the purpose of this effort is to assess the safety and validate/verify the maximum load capacity of the existing trainer lifting systems. A structural engineering analysis and assessment of the existing Cross Gantry Hoist (XGH) systems and their corresponding support structures are required to verify the training device’s structural integrity as a result of age and usage rates.

3. PERIOD AND PLACE OF PERFORMANCE

A. Period of Performance

120 days

B. UET Locations

Marine Corps Base (MCB), Camp Lejeune, NC

The Government will provide TLO information upon award.

The contractor shall inspect, validate and verify the as-built structure matches the OEM structural drawings and that no intervening modification, damage, corrosion, loss of structural integrity, or missed connection has occurred that would affect the intended operation or reduce the original capacity. Validation ensures that the as-built structure meets the Governments needs and objectives. Verification ensures that the as-built structure’s design meets all requirements and specifications. The government does not own the Original Equipment Manufacturer (OEM) Drawings for this system. The OEM is

Survival Systems USA, Groton, CT.

The contractor shall conduct a visual inspection and measurement of the existing XGH and support structures and document any unauthorized changes or conditions that could reduce the loading capacity of the XGH as originally designed and constructed.

The contractor shall assess and evaluate the condition of the lifting device and associated structures to determine including but not limited to: needed repairs, maximum lifting capacity, and recommend changes. The Government cannot provide the required product drawings, manuals, nor “as built” structural analysis to be used as the basis of the assessment and evaluation. The contractor will need obtain access to these materials through the OEM.

C. Analysis and Report

The contractor shall perform a structural analysis of the XGH crane and structures including foundations based on its 24,000 pound load capacity for each UET location. This analysis shall use the current Federal, State and local Building Codes and standards and
