About this file
This document is Addendum No. 1: Q&A for RFQ UD-27-366 issued by Long Beach Public Utilities Department (LBPUD) on October 29, 2026, regarding the procurement of "NO PARKING" signs. The addendum clarifies specifications and requirements for the signs, which must be printed directly onto 20-point base stock material with one-sided printing and no additional coating, mounting holes, or finishing beyond kraft wrapping and quantity labels. Production-ready official artwork will be furnished by LBPUD, and a sample of the finished product will be requested prior to full order placement. The estimated release quantity for the one-year contract term is 3,000 signs (30 packs of 100), with delivery required within five business days from release notice. This is a new procurement with no previous bid history or awarded vendor records. The deadline for submission of clarification questions was October 27, 2026 at 11:00 AM PT, with questions to be submitted via email to CentralProcurement@lbutilities.org. All bids must be submitted through the Long Beach Buys bid portal.
The three-year experience requirement is mandatory and applies to the bidding entity itself, not to subcontractors, manufacturers, or distributors; the bidder must demonstrate continuous engagement in supplying sign products for at least three years. LBPUD may consider documented experience from parent or subsidiary entities only if the bidder demonstrates continuous operations under substantially the same ownership and control with direct involvement in sign production or sign supply activities during the required period. Out-of-state suppliers are eligible provided they meet RFQ requirements including delivery times and include all related costs. LBPUD operates on Net 30 payment terms, with payment issued typically within thirty days after receipt and approval of invoices. Bidders must acknowledge receipt of this addendum by signing and submitting it with their bid, and failure to do so may result in disqualification.

NOTICE TO BIDDERS
ADDENDUM NO. 1: Q & A
RFQ UD-27-366
“NO PARKING” SIGNS
This addendum changes and supersedes the language in the original RFQ. Please acknowledge receipt of this addendum by signing and submitting with your bid. Any bidder who fails to submit this addendum may be disqualified.
As of October 29, 2026:
The following are answers to questions submitted:
Question 1. Is a bid tabulation or award notice is available from the previous purchase of these items?
Answer 1. There is no previous bid or award history for this solicitation. This is a new procurement, and items included in this bid are different from previous contracts. As a result, no prior bid recap or awarded vendor/pricing records exist for this solicitation.
Question 2. Our production method is CMYK eco‐solvent printing onto adhesive vinyl followed by application to purchased blanks; we do not direct‐print rigid board. Before spending time preparing a quote, could you confirm whether that method is permitted on the specified substrates, including whether the stated 20‐point thickness refers to the base stock or the total finished sign?
Answer 2. The design shall be printed directly onto the sign material. The 20‐point thickness refers to the base stock.
Question 3. Whether production‐ready artwork is furnished, and whether printing is one‐sided or two‐sided, with any required coating, mounting holes or finishing beyond kraft wrapping and quantity labels.
Answer 3. Yes, production‐ready official artwork will be furnished, and a sample of the finished product will be requested prior to full order placement. Printing will be one‐sided, with no required coating, mounting holes, or finishing beyond kraft wrapping and quantity labels.
Question 4. Expected release quantities, whether an initial order is planned, minimum‐order terms and required delivery time for each release. We understand the annual agreement does not by itself guarantee purchases.
Answer 4. Estimated release quantity for the one‐year term of the contract is 3,000 (30 packs of 100). An initial order is planned; however orders shall be placed as needed in accordance with LBPUD needs and/or fund availability. After initial setup and sample approval, delivery time for orders shall be five (5) business days from release notice per the RFQ. Please refer to the RFQ Section XIII. Minimum Orders (page 5) and Section VII. Delivery (page 4) for information.
Question 5. Whether an out‐of‐state supplier can ship orders without local distribution, and what relevant experience, insurance, licensing and warranty response requirements apply under this current RFQ.
Answer 5. An out‐of‐state supplier may be eligible without local distribution provided that they meet the requirements of the RFQ, including delivery times, and include all related costs to provide the bid items. Please refer to Answer 7 of this Addendum, and also the RFQ document:
Item 31 of the General Conditions (page 17‐18), Section XXIV. Business License (page 8), and Bid Form Section G. Warranty (page 11), for information.
Question 6. The clarification deadline/method and payment terms. If questions must be submitted through the portal, please direct us to that process.
Answer 6. The deadline for submission of clarification questions from potential bidders is October 27, 2026 at 11:00 AM PT. Questions should be submitted by email to CentralProcurement@lbutilities.org in accordance with the RFQ.
LBPUD operates on Net 30 terms; LBPUD will issue payment in the normal course of processing, typically within thirty (30) days after receipt and approval of the invoice.
Question 7. Would a California‐based reseller with less than three years of direct sign‐ production experience be eligible to bid if it engages an established sign manufacturer/printing subcontractor with at least three years of relevant experience, and documents that manufacturer’s qualifications? Or must the bidding legal entity itself meet the three‐year requirement?
Answer 7. The three‐year experience requirement applies to the bidding entity submitting the quote. To be considered eligible, the bidder must demonstrate that it has been continuously engaged in the business of supplying sign products for at least the past three (3) years.
LBPUD may consider documented experience from a parent or subsidiary entity only if the bidder demonstrates continuous operations under substantially the same ownership and control, and direct involvement in sign production or sign supply activities during the required three‐year period.
Experience belonging solely to subcontractors, manufacturers, distributors, or fulfillment partners cannot be substituted for the bidder’s required three years of experience. However, a bidder may use subcontractors or U.S.‐based distributors/fulfillment centers for production or shipping provided that:
The bidder meets the three‐year requirement itself; and
The bidder retains full responsibility for order fulfillment, customer service, warranty, returns, and contract performance.
Question 8. Could you please confirm the estimated annual quantities, printing specifications, artwork requirements, delivery schedule, and any additional requirements for participating in this procurement?
Answer 8. Please refer to Answer 2, 3, and 4, of this Addendum, and also the RFQ document:
Section VII. Delivery (page 4), Section XXIV. Business License (page 8), required information listed on the Bid Form Section (page 9‐14), Local Preference form (page 19), and Item 31 of the General Conditions (page 17‐18) for insurance requirements. All bids, including required attachments and pricing, must be submitted on the Long Beach Buys bid portal. Please refer to Section II. Submittal Instructions (page 1‐3) for information.
Question 9. Is the three‐year requirement pass/fail? Is a bid that does not meet it treated as non‐responsive?
Answer 9. Please refer to Answer 7 of this Addendum for information.
Question 10. Must the three years belong to the bidding legal entity itself? Or may a bidder count
(a) its principal's documented prior experience,
(b) the experience of an affiliated company under common ownership, or
(c) the record of the manufacturer, authorized distributor, or print subcontractor supplying the goods?
If any of these is allowed, what documentation would you want?
Answer 10. Please refer to Answer 7 of this Addendum for information.
Question 11. If a bidder has been in business for less than three years, should it enter its actual years on Bid Form D and attach an explanation of related experience, or should it not submit a bid?
Answer 11. Please refer to Answer 7 of this Addendum for information.
Question 12. "The Contractor must have been in business providing 'NO PARKING' SIGNS for at least the last three (3) years." May a bidder meet this requirement through the experience of the manufacturer or authorized distributor that will supply and ship the products? For example, a reseller supplying gloves from an authorized manufacturer/distributor with more than 3 years of supplying these products, with that supplier's documentation and references included in the bid. If not, is the 3‐year requirement a pass/fail condition of responsiveness?
Answer 12. Please refer to Answer 7 of this Addendum for information.
