About this file

This is Addendum No. 1 to Request for Quotation (RFQ) UD-26-328 issued by Long Beach Utilities (LBPUD) on April 23, 2026, for Tank Cleaning and Inspection Services. The addendum provides clarifications to eleven questions submitted by potential bidders regarding the scope of work and technical specifications. All LBPUD tanks are approximately 132 feet in diameter and 35 feet in height with a storage capacity of approximately 3.3 million gallons. The tanks contain potable water or recycled water. Bidders must submit bids encompassing all bid items identified in the Bid Form as a complete package rather than on a partial-item basis. Roof hatch details, photographs of tanks, access points, surrounding site areas, and blueprints of major tank components are provided as references to assist bidders in project planning and cost estimation. Inspections shall be performed in accordance with applicable American Water Works Association (AWWA) standards and National Association of Corrosion Engineers (NACE)/Association for Materials Protection and Performance (AMPP) standards. Available tank inspection reports will be provided to the awarded bidder. The contract period and specific timeline for inspections are referenced in Section IV of the original RFQ.

Sediment accumulation in the tanks varies, with an estimated average layer thickness of approximately 1 inch, though contractors are responsible for evaluating actual sediment extent during inspection and providing necessary cleaning services based on observed field conditions. Roof hatches are of similar size across all LBPUD tanks, and blueprints of ALA Tank 10 are provided as representative examples of the major components found in all LBPUD tanks. Any bidder who fails to submit the signed acknowledgment of this addendum may be disqualified from consideration.

NOTICE TO BIDDERS

ADDENDUM NO. 1: Q & A

RFQ UD-26-328

TANK CLEANING AND INSPECTION SERVICES

This addendum changes and supersedes the language in the original RFQ. Please acknowledge receipt of this addendum by signing and submitting with your bid. Any bidder who fails to submit this addendum may be disqualified.

As of April 23, 2026:

The following are answers to questions submitted:

Question 1: Tank contents (please be specific)?

Answer 1: Tank contents include potable water or recycled water.

Question 2: Can we bid item 1 only or does all items need to be done by the same contractor?

Answer 2: No, each bidder needs to submit a bid encompassing all bid items identified in the Bid Form. The requested work is intended to be bid and evaluated as a complete package, rather than on a partial‐item basis.

Question 3: How many tanks are needing inspected? Multiple tanks help offset the mobilization costs because if there were multiple tanks it would dramatically reduce the initial mobilization cost.

Answer 3: Please refer to Section I ‐ Summarized Scope of Work of the RFQ for information.

Question 4: What is the size of the manway on the top of the tanks?

Answer 4: Please see Figure 1 below, showing roof hatch details of ALA Tanks 7 and 8, as an example. All LBPUD tanks are similar in size.

Figure 1. ALA Tanks 7 and 8 ‐ Roof Hatch Details.

Question 5: In what time frame are you wanting the tanks to be inspected?

Answer 5: Please refer to Section IV ‐ Contract Period of the RFQ for information.

Question 6: Are you wanting the SP001/API‐653 internal and/or external portion of the tank inspected?

Answer 6: The inspections shall be performed in accordance with the applicable requirements of American Water Works Association (AWWA)’s standards as well as the National Association of Corrosion Engineers (NACE)/ Association for Materials Protection and Performance (AMPP) standards.

Question 7: Do you have any Previous inspection reports of the tanks?

Answer 7: Available tank inspection reports will be provided to the awarded bidder.

Question 8: Can you provide us with Images of the tank, its access points, along with surrounding areas that we have to work with around the tanks?

Answer 8: Please refer to Figures 2 and 3 on Attachment A for photographs of the tanks, gated site access points, and the surrounding site areas.

Question 9: Are blue prints of the tanks available? The blue prints will allow us to determine any obstacles and obstructions that may limit our ROV from performing the inspection. The blue prints are also used in helping determine the overall cost of the project.

Answer 9: Please refer to Figures 4 to 7 on Attachment B for some major components of ALA Tank 10, as an example. All LBPUD tanks are generally similar with respect to their major components.

Question 10: Could you give the tank diameter and height dimensions?

Answer 10: All LBPUD tanks are similar in size. Each tank is measured approximately 132 feet in diameter and 35 feet in height, with a storage capacity of about 3.3 million gallons.

Question 11: How much sediment is estimated to be present in the tanks?

Answer 11: Sediment accumulation varies from tank to tank. In general, an average layer thickness of approximately 1 inch may be expected. However, it shall be the responsibility of the contractor to evaluate the actual extent of sediment accumulation during inspection and to provide the necessary tank cleaning services based on observed field conditions.
