About this file

This document is a U.S. Preference form for state and local procurement, specifically addressing the purchase of products manufactured in the United States under R.S. 39:1604.7. The form provides a mechanism for vendors to claim a five percent price preference for items manufactured within the United States, with specific conditions that must be met. Vendors can qualify for this preference if their U.S.-manufactured products are equal in quality to other items, do not exceed the cost of foreign-manufactured alternatives by more than five percent, and the vendor agrees to sell at the lowest bid price.

The preference program allows procurement officers to prioritize U.S.-manufactured products when awarding contracts, with detailed requirements for certification. To claim the preference, vendors must complete the entire document prior to bid opening, specifying which line items qualify, the precise U.S. location of manufacturing, and provide a signature certifying the items are indeed manufactured in the United States. The goal is to support domestic manufacturing by providing a slight competitive advantage in the procurement process, while maintaining cost-effectiveness and quality standards for government purchasing.
