About this file

The document is a Louisiana Preference form designed for state and local contract opportunities involving procurement of materials, supplies, products, provisions, or equipment. The form provides guidelines for vendors seeking a ten percent price preference when bidding on state contracts for products produced, manufactured, or assembled in Louisiana. To qualify, bidders must meet specific conditions, including having a workforce comprised of at least 50% Louisiana residents and offering products at a price no more than 10% higher than comparable out-of-state products.

The preference applies to items that are assembled, manufactured, processed, or produced within Louisiana, with specific definitions provided for each of these terms. Vendors must complete the form in its entirety prior to bid opening, indicating whether they claim the Louisiana preference, confirming their Louisiana workforce composition, specifying which line items the preference applies to, and identifying the specific Louisiana location where products are produced or assembled. The form is structured to ensure transparency and provide a mechanism for supporting local Louisiana businesses in state procurement processes.
