About this file
This is a U.S. Preference certification document issued by the State of Louisiana Department of Transportation and Development (DOTD) for the PolyPro Pipe procurement (D62). The document establishes the framework for bidders to claim a five percent price preference for products manufactured in the United States. Bidders must complete and submit the certification form prior to bid opening to be eligible for consideration; submissions made after the opening or on alternative documents will not be accepted. The preference applies to materials, supplies, products, and equipment where manufacturing, final assembly, processing, packaging, testing, and value-added processes occur within the United States.
To claim the U.S. preference, bidders must certify that products are manufactured in the United States, specify the line items for which preference is claimed (either all items or individual line item numbers), identify the specific U.S. locations where products are produced, manufactured, or assembled, and provide an authorized signature and title. The preference is available only when U.S.-manufactured products are within five percent of the lowest bid price, the vendor agrees to match the lowest bid price, and the vendor certifies domestic manufacturing. In cases where multiple bidders offer U.S.-manufactured items within the five percent threshold, the bidder with the lowest price on such items is entitled to accept the lowest bid price offered.
