About this file
This is a Louisiana Preference form utilized by the State of Louisiana Department of Transportation and Development (DOTD) for the PolyPro Pipe procurement opportunity. The document outlines the state's preference policy for products produced, manufactured, or assembled within Louisiana, as governed by Louisiana R.S. 39:1604(H) & (I). Bidders seeking to claim the ten percent (10%) cost preference on Louisiana-made products must complete this form in its entirety and submit it prior to bid opening. The preference applies to materials, supplies, products, provisions, and equipment that meet Louisiana manufacturing standards and are equal in quality to out-of-state alternatives. Bidders must indicate whether they are claiming preference, specify which line items qualify, identify the Louisiana locations where products are produced or manufactured, and confirm their workforce composition.
To qualify for Louisiana preference, bidders must meet three conditions: the cost of Louisiana items cannot exceed out-of-state items by more than ten percent, the vendor must agree to sell items at the lowest bid price offered, and in cases of multiple Louisiana bidders within the ten percent threshold, the lowest Louisiana bidder may accept the lowest overall bid price. Additionally, bidders claiming preference must demonstrate that their Louisiana workforce comprises a minimum of fifty percent Louisiana residents. The form requires specific documentation of production locations and item numbers for which preference is claimed, with clear definitions provided for "assembled," "manufactured," "processed," and "produced" to ensure compliance with state standards. Preference forms submitted on alternative documents or after bid opening will not be considered.
