About this file
This is a Request for Information (RFI) issued by the General Services Administration (GSA) Office of Fleet Management on June 29, 2026, regarding adapted vehicles for disabled drivers and passengers. GSA Fleet seeks market research input on light duty vehicles—including minivans, full-size vans, SUVs, CUVs, pickup trucks, and sedans—that can be equipped with special adaptive controls and modifications for individuals with physical disabilities. The RFI applies to existing GSA Fleet vehicle suppliers and welcomes new sources of supply, including vehicle resellers operating through dealership networks. GSA Fleet manages over 225,000 vehicle assets for more than 75 federal agency customers and estimates a potential annual demand of 2,500 to 3,000 units. Responses must be submitted to Brandon Scharschell at Brandon.Scharschell@gsa.gov by July 13, 2026, at 5:00 p.m. Eastern, limited to 15 pages using Calibri, Arial, or New Times Roman font at 11-point size with 1.15 line spacing.
Respondents must address six primary topics: company information and SAM UEI registration, qualifications and certifications (including ADA compliance), commercial contracting methods with estimated pricing, order-to-delivery lead times and country of origin, customer service capabilities, and partnership opportunities. GSA is exploring a partnership with the Department of Veterans Affairs (VA) to provide adapted vehicles to eligible disabled veterans through VA's automobile allowance and adaptive equipment programs, with automobile allowance benefits payable at $27,074.99 and adaptive equipment conversion costs at $40,683. Suppliers are expected to provide "turnkey" vehicle solutions, manage supply chains, and potentially offer "door-to-door white glove" delivery, title and registration services, operational training, and scheduled maintenance. Respondents should review federal standards for light trucks (Federal Standard 307) and wheelchair vans (Standard Items 281-287) before submission. This RFI is not a solicitation, does not commit the government to contract, and all response costs are the vendor's responsibility.

U.S. General Services Administration Adapted Vehicles for Disabled Drivers & Passengers
Request for Information June 29, 2026
THIS IS NOT A SOLICITATION. This Request for Information (RFI) is issued solely for market research, informational, and planning purposes. It is not a Request for Quote (RFQ), Request for Proposal (RFP), or a commitment to issue one in the future.
This RFI does not commit the Government to contract for adapted vehicles. GSA is not seeking or accepting unsolicited quotes at this time. The Government will not reimburse any costs associated with responding; all response costs are the vendor’s responsibility.
Responding is voluntary, and failure to respond will not preclude participation in any future solicitation, if issued. All submissions become Government property and will not be returned.
This notice is based on the best information available and is subject to change.
OVERVIEW:
GSA Office of Fleet Management (GSA Fleet) has a potential requirement for additional models and quantities of light duty vehicles (minivan, full size van, SUV, CUV, PickUp trucks and sedans) that can provide transportation for individuals that have physical disabilities that limit their ability to operate a motor vehicle, or to be a passenger in a motor vehicle. These may or may not be ordered to be equipped with special controls for a driver to operate the vehicle. Suppliers must be aware that if a contract is awarded for a vehicle with adapted operational controls for a driver, GSA Fleet expects the supplier to accept vehicle orders as presented, and the supplier will manage the supply chain to provide a complete “turnkey” vehicle solution to GSA Fleet.
GSA Fleet is the Mandatory Source for all non tactical vehicles for agencies and authorized parties of the Government, and also manages motor vehicles located throughout the United States and all United States Territories. GSA Fleet provides full service end-to-end life cycle management of over 225,000 vehicle assets to more than 75 participating federal agency customers.
This RFI request applies to existing vehicle suppliers to GSA Fleet, and we invite new sources of supply that can provide this class of vehicles to the Federal Government.
IF you are a vehicle reseller that markets its products through a network of dealerships, we invite you to comment as well. GSA Fleet purchases vehicles in both the resale new vehicle market as well as direct OEM sales.

● Is your organization willing to partner with the VA to provide direct delivery to an eligible veteran that would include:
○ Assistance with “door to door - white glove” delivery to the veteran’s residence?
○ Title, registration, and license plate services in the state of residence
○ Operational vehicle training at the point of delivery (local dealer or door to door)
○ Vehicle service during and after the new vehicle factory warranty expires
○ Scheduled maintenance on the vehicle, vehicle systems and all recertifications that are required during the lifecycle of the vehicle in the jurisdiction of registration (emissions, etc).
● Any ideas or suggestions on available additional funding sources that your organization has knowledge of that can assist the Government in providing low or no cost adaptive vehicles to the disabled veteran community.
Veterans Benefits Administration/GSA Automobile Allowance Benefit - Potential Program Opportunity Functional Description (pending inter agency approval)
The Department of Veterans Affairs (VA) and General Services Administration (GSA) are evaluating a potential partnership to provide a standardized, turnkey vehicle procurement program for a limited subset of eligible disabled Veterans (fewer than 300 annually included in the GSA Fleet estimated demand requirements of 2,500 to 3,000 units annually) who require adaptive transportation as either a driver or a passenger.
This initiative leverages GSA's procurement expertise to negotiate pricing and secure inventory for ramp-equipped vehicles. The anticipated transaction structure may designate the prime supplier, the Department of Veterans Affairs or possibly GSA Fleet as the seller of the vehicle, and the Department of Veterans Affairs (or potentially the Veteran) as the purchaser.
Veterans will apply through the Veterans Benefits Administration (VBA); upon approval, VBA will coordinate vehicle fulfillment and delivery directly to the Veteran's home, minimizing administrative burden on the Veteran.
Program Goals & Expected Benefits Deliver a faster, more predictable vehicle acquisition experience with reduced administrative burden for eligible disabled Veterans. Achieve improved value through standardized, GSA-negotiated pricing and pre-positioned inventory. Ensure consistency and quality across all vehicle deliveries through a standardized end-to-end fulfillment process.
Scope & Scale The program is designed to serve a small, defined population allowing for a manageable, high-touch service model for eligible participants. The partnership is structured to improve value, speed, and consistency of vehicle delivery compared to current processes.
The automobile allowance benefit is payable at $27,074.99.
