2.0 Description
The Data Software Services (DSS) SOW outlines the government’s interest in a commercial solution with capabilities supporting a Data-as-a-Service (DaaS) platform. The DaaS will assist the scaling and aggregation of massive amounts of data from disparate sources and systems by providing enterprise data storage and data management solutions capable of operating in secure environments and providing data products and advanced analytics to the broader space community. The DaaS software offered by the contractor will be fielded in government-approved environments, connect to and integrate data from government-identified data sources into the DaaS, and deliver a dynamic ontology to model data for use within internal or external applications. Warfighters and third-party software development teams will be able to explore, transform, and analyze the data within the platform’s core tools as well as the platform’s Application Programming Interfaces (APIs) and application development tools.
Attachment 1 is the Draft Data Software Services SOW which provides the specific performance requirement for the vendor which will meet the Governments need.
- 1) Efforts required for continued performance associated with Primary Task within Appendix A.
- 2) Efforts required for Optional Task associated with within Appendix B.
The Government is targeting responses which outline the efforts required for continued performance associated with the Primary Task within Appendix A of Attachment 1 and/or the efforts required for the Optional Task within Appendix B of Attachment 1.
The contractor should indicate their ability to operate at the Top Secret/Sensitive Compartmented Information and (TS/SCI) level and ability to scale to Special Access Program (SAP).
The contractor should indicate and identify how their solution meets the commercial item definition IAW FAR Part 12 and FAR 2.101.
In addition to the requirements stated above, please briefly, but clearly indicate ability to meet the following requirements:
- Operational C2 software services & DevSecOps (Track Management, Reactive Course-of-Action (COA) Generation, etc.); Tactical C2 Software Services & DevSecOps.

These requirements can be found in Attachment 2 of the Starfleet Multi-Award Contract (MAC) Indefinite-Delivery, Indefinite-Quantity (IDIQ) Base SOW which provides additional performance requirements and standards for the contractor to meet the Governments need.
Contractors must also be able to perform in accordance with the entirety of Attachment 2. Please provide a statement briefly describing the solution’s ability to meet the requirements of the Starfleet SOW using 1-3 sentences. Do not describe technical abilities pertaining to Starfleet in-depth. Although the Starfleet MAC IDIQ is being contemplated, the purpose of this SS is for market research only and does not restrict the Government from exploring other contracting vehicles should the need arise.
