Subject: Notice ID: 22-10 Data Software Services (DSS) Sources Sought; Government Response to Industry Questions
1. The Government provides the following responses to five questions received for the Data Software Services Sources Sought Notice.
i. Are DSS and the Starfleet MAC two distinct efforts?
Yes, DSS and Starfleet MAC IDIQ are two distinct efforts. The Starfleet MAC IDIQ is a contract vehicle (see section 1.0 of the Starfleet IDIQ Base SOW) and provides capabilities to support the scope identified in section 2.0 of the Starfleet IDIQ Base SOW.
The Draft Data Software Services SOW provides the specific performance requirement the vendor should address in their response to the sources sought and how their solution can meet the Governments need (Appendix A and/or Appendix B).
- 1) Efforts required for performance associated with Primary Task within Appendix A.
- 2) Efforts required for Optional Task associated within Appendix B.
The Government is in the acquisition planning stage and is considering all options to fulfill the DSS requirement. A potential task order under the Starfleet MAC is being considered amongst other methods as well.
ii. Is DSS considered a potential initial Task Order under the Starfleet MAC?
Yes, the Government is in the acquisition planning stage and is considering all options to fulfill the DSS requirement. A potential task order under the Starfleet MAC is being considered amongst other methods as well.
iii. Or will there be an altogether separate series of postings just related to the MAC?
The Program Office is currently focused on DSS effort and the intent is to understand how the current market can provide viable solutions. The Government may request additional information pertaining to the DSS effort in subsequent postings.
iv. Can the Government provide additional context on the difference between managing the scope of the SOW through Appendix A and managing it through Appendix B?
Efforts associated with Appendix A provides performance for the scope identified in the Data Software Services SOW.
Efforts associated with Appendix B meet the requirements of the scope of the SOW, but is a scaled representation which demonstrates a capability rather than full performance.
v. Can the Government also clarify the information requested through (1) vs. (2) above?
For example, should responders detail their project management capabilities to address
(1) and detail their offering’s technical capabilities to address (2)?
Item (1) should demonstrate the contractor’s ability to perform as a Prime contractor and the ability to manage efforts associated with either Appendix A (full performance) or Appendix B (scale representation). This is not test on "What is a program manager?" and should not be textbook answer of PM responsibilities.
Item (2) should be a technical explanation of the contractor's solution/approach and how the contractor's solution/approach addresses efforts within DSS SOW for either Appendix A (full performance) or Appendix B (scale representation).
2. The POCs for any additional inquires remain unchanged, and is provided as follows:

Secondary: Capt Brad Rajchel brad.rajchel.1@spaceforce.mil mailto:nicholas.hruby.1@spaceforce.mil
