PERFORMANCE WORK STATEMENT

801st REDHORSE Training Squadron Bus Transportation

Tyndall AFB, FL

1.0. PURPOSE The 801st REDHORSE Training Squadron (RHTS) requires recurring transportation services between 801 RED HORSE Training Squadron’s Silver Flag Exercise Site, 264 Strange Point loop, Tyndall AFB FL 32404 and Northwest Florida Beaches International Airport (ECP). This is a non-personal service(s) contract under which the personnel rendering the service(s) are not subject, either by the contract’s terms or by the manner of its administration, to the supervision and control usually prevailing in relationships between the Government and its employees.

2.0. SCOPE The Contractor shall provide all labor, management, vehicles, supplies, supervision, and other items or services to perform transportation services for the 801st RHTS.

2.1. The minimum requirement for the vehicle(s) be operational, have air conditioning, a lap seatbelt for everyone being transported and capability of transporting 2 checked bags and 1 carryon per traveler for Silver Flag and Runway Damage Repair (RDR) courses, and 3 checked bags and 1 carryon for Combat Support Training Range (CSTR) events.

3.0. SCHEDULE

3.1. The contractor shall provide transportation for all scheduled pick up and drop off dates and times, regardless of Federal holidays and weekends. Transportation services will be in support of 1 Silver Flag Course in September of FY24. In FY25, transportation services will be in support of 6 CSTR events, 6 Silver Flag and 5 RDR courses. Courses are scheduled between 1 Oct 2024 and 30 September 2025 and each Fiscal Year afterwards in which a schedule will be supplied to the contractor. Reference Attachment 1 for the current training schedule.

4.0. STUDENT LOAD AND TRANSPORTATION

4.1. The Contractor shall provide all vehicle(s) and labor required to provide transportation to and from ECP and 801 RHTS Site. The maximum passenger count for each course is Silver Flag 250 passengers, RDR 90 passengers and CSTR 400 passengers.

4.1.1. The day prior to the start of each Silver Flag and Runway Damage Repair course, pick up at 1530 and 1800 CT at ECP. Drop off will be at 801st RHTS Silver Flag Exercise Site, 264 Strange Point loop, Tyndall AFB FL 32404.

CSTR Training: Schedule reflects a 3-week placeholder, but the actual days may vary.

The pickup day(s) and times will be supplied to the contractor no later than 3 days in advance.

Silver Flag Course: 5-day course (M-F). Pickup at ECP Airport the Sunday prior to each course at 1530 and 1800 and shuttle to 801 RHTS Training Site. On the Saturday after course end, return to ECP by picking up at 801 RHTS at 0500 and 0800 and shuttle to ECP Airport.

RDR Course: 5-day course (M-F). Pickup at ECP Airport the Sunday prior to each course at 1530 and 1800 and shuttle to 801 RHTS Training Site. On the Saturday after course end, return to ECP by picking up at 801 RHTS at 0500 and 0800 and shuttle to ECP Airport.

4.1.2. The day after each course has concluded, pickup will be at 0500 and 0800 CT at 801st RHTS Silver Flag Exercise Site, 264 Strange Point loop, Tyndall AFB FL 32404. Drop off will be at Northwest Florida Beaches International Airport (ECP). All pickups will be on Saturdays, note that Silver Flag and RDR courses are 1-week and CSTR is a 3-week course.

4.2. For requirements 4.1 and 4.1.1. Pick-up is Tyndall AFB Sliver Flag 264 Strange Point Loop, Tyndall AFB, FL 32403. Be sure to use Farmdale Rd to access site (do not use Det 1 Dr.). When on Farmdale Rd continue straight until you pass through a stop sign and reach a parking lot next to tent city (you will see a bunch of tan tents). That is the drop off location. Drop Off location is Northwest Florida Beaches International Airport (ECP) departure terminal.

4.3. The contractor shall be responsible for all fueling and maintenance of vehicles as necessary to provide the required transportation services. The contractor shall have an established preventative maintenance program to ensure that all vehicles are serviceable and mechanically safe. The contractor is responsible for ensuring that the performance objectives are met and that the 801st RHTS has transportation services throughout the entire period of performance. If the primary vehicle(s) require maintenance and servicing that causes them to be inoperable, the contractor shall provide replacements as necessary to meet the transportation schedule.

5.0. FULL SERVICE, POLICY AND SAFETY REQUIREMENTS

5.1. In accordance with AFI 34-144, a fire extinguisher and first aid kit shall be in all vehicles used to transport students. The contractor shall be responsible for maintaining the fire extinguishers and the first aid kits.

5.2. In accordance with AFI 91-207, the vehicle shall be equipped with functional seat belts for every individual. Individuals will not ride in seating positions where safety belts have not been installed, have been removed, or have been rendered inoperative.

5.3. No one under the influence of alcohol, illegal drugs or marijuana may transport anyone.

5.4. The contractor shall have vehicle insurance on vehicles used to transport anyone affiliated with 801st RHTS.

5.5. The contractor shall ensure interior/exterior of bus is clean prior to being dispatched on a run. Bus interiors shall be free of trash, floors swept and mopped to maintain sanitary conditions.

Seats and windows cleaned, other surfaces cleaned and sanitized as necessary. Buses exteriors shall be cleaned as needed to present professional appearance prior to being dispatched.

Wheels/tires cleaned with no visible mud/dirt and windows/mirrors wiped/cleaned.

6.0. SERVICES SUMMARY (SS)

The contract service requirements are summarized in performance objectives that relate directly to mission essential items. The performance threshold briefly describes the minimally acceptable levels of service required for each requirement. The Services Summary (SS) and the contractor’s Quality Control Plan provide information on contract requirements, the expected level of employee performance and the expected method of government validation and confirmation of services provided. These thresholds are critical to mission success. Procedures as set forth in the FAR 52.212-4 (a), Contract Terms and Conditions - Commercial Items, Inspection/Acceptance, will be used to remedy all deficiencies. During the first initial 30 days of the contract, two additional errors on each work shall be allowed in an effort to identify normal phase-in problems.

6.1. Quality Control. Quality Control of the services tendered to the government by the contractor is a contractual requirement. It is the contractor’s responsibility to have an inspection system in place to ensure the products and services meet the terms and conditions of the contract, which includes the requirements of this Performance Work Statement. Contractor will contact Transportation Coordinator as they depart the airport. Transportation Coordinator’s information will be provided upon contract award.

6.2. Quality Assurance. The government will evaluate the contractor’s performance to ensure services meet contract requirements. When a performance threshold has not been met or contractor performance has not been accomplished, Contracting Officer’s Representative (COR) will initiate and provide the Contracting Officer (CO) a corrective action report (CAR) for issuance to the contractor. The contractor shall respond to the CAR IAW instructions provided and return it to the CO within 10 calendar days of receipt.

7.0. SECURITY AND PRIVACY

7.1. Pass & Identification Items. The contractor shall ensure the following pass and identification items required for contract performance are obtained for employees and non-government owned vehicles:

7.2. Defense Biometrics Identification System (DBIDS) - Contractor Identification Card. Process a DBIDS Application to obtain a DBIDS contractor ID card (If no network access is required). A DBIDS contractor ID card is required for performance on the installation in a contractor capacity, regardless of alternate base access forms of identification (ex: retired military ID).

7.3. AF Form 75, Visitor/Vehicle Pass (AFI 31-204). The contractor shall adhere to local security policy when applying for short/long term visitors’ passes. Any contractor requesting a pass for more than 3 days will complete a Local Files Check with 325 SFS/Pass & ID. Vehicle passes (personal vehicles) are no longer required.

7.4. The speed limit on Tyndall AFB is 30 MPH unless otherwise posted. Handheld cell phone use is prohibited on Tyndall AFB.

7.5. Weapons, Firearms, and Ammunition. Contractor employees are prohibited from possessing weapons, firearms, or ammunition, on themselves or within their contractor owned vehicle or privately- owned vehicle while on military installations.

8.0. INVOICING

8.1. The contractor shall invoice for the actual transportation services provided per each completed training course event.

9.0. DELIVERABLES

Prior to commencement of this contract, the contractor shall submit to the COR a list of the vehicles to be used during the contract, providing the make, year, license plate number and vehicle identification number. This list shall be updated when buses are to be added/ removed from the contractor’s fleet.

10.0. REPORTING

10.1 Accidents: Any accident involving any vehicle providing service under this contract shall report to the COR or designated appointee as soon as reasonably possible but not to exceed 24 hours of the accident. The contractor shall also submit a report to the CO which shall include: the time and date of occurrence, place of occurrence, a list of personnel directly involved, weather conditions, and a narrative description of the accident that includes a chronological order of the accident and any/all circumstances. This report shall be submitted as soon as possible and in no instance later than 72 hours after the accident. Any accident reports that occur on base will need to be worked thru Security Forces, Base Safety, and the medical clinic as required by the other applicable government authorities. Contractor shall not exceed more than 1 accident per year where they are at fault.

10.2 Damaged Property: The contractor shall report to Security Forces and document all damage to property, either contractor or government, which the contractor has use of.

10.3 Lost and Found: The contractor shall ensure that all items left on bus of personal or monetary value found by the contractor’s employees are turned into 801st RED HORSE Training Squadron personnel.
