Response to Questions from Industry

Q: Is the passenger count per pickup times or per Course?

A: Passenger count is per course.

Q: Will there be more than two pickup times or drop-off times for the CSTR Training?

A: The current plans for this training have a projected total of 2 pickup/drop-off times for each CSTR events.

Q: Will the CSTR Training pickup and drop-off days still be weekend days?

A: Expected airport pick-up dates are Friday, with Mondays being the return dates. Should any changes occur with respect to the expected pickup and return dates, the PWS states “The pickup day(s) and time(s) will be supplied to the contractor no later than 24 hours in advance.”

Q: Because of the closeness in times, are you expecting different buses for the different pick-up times and different buses for the different drop-off times. Charges are normally by the day. Or might there be leniency on the 2nd pickups concerning on time due to travel time, loading, unloading, and inspections?

A: The closeness in times is because most Airmen will fly from noon and later. The students will have reporting instructions that inform them of bus travel times. The airport is 1 hour away, leaving approx. 30 minutes of wiggle room. The Government has left this part of the requirement open-ended for a contractor to determine how they are best suited for meeting the Government’s needs.

Q: I count 36 pickups and drop-off days and 72-time spots. What does the 32 quantities represent?

A: The course breakdown is as follows: 7 Silver Flag, 8 CSTR, 6 RDR for a total of 21 courses.

This breaks down to x2 pickups from airport to site – 42 trips. As well as x2 drop-offs to airport from site -42 trips. This comes out to 84 total trips.

Q: Unit of measure. How many students per training?

A: The maximum passenger count for each course is 250 passengers for Silver Flag, 90 passengers from RDR, and 400 passengers for CSTR as mentioned in the PWS.

Q: Since we are always doing 2 pickup and drop off times does that mean we would only need half the number of buses? For example, CSTR has 400 people, normally 400 people would need 8 buses, but since we are doing 2 pickup times does that mean we only need 4 buses for each time?

A: The Contractor will determine the number of buses for each pick-up time after the Government provides the specific quantity of personnel inflowing from the Airport for each course. In the course “Reporting Instructions” (document detailing travel, lodging, etc.), the arriving personnel must coordinate to our internal Transportation Coordinator their flight arrival times. This information will be shared to the Bus Contractor, in advance, so they can allocate the number of buses for each predetermined pickup time.
