Projects TYMX150024/26/32 Repair and Resurface Hangar Floors, Hangars 3, 4, 5
Questions
1. Will we need to work around items and/or equipment within the hanger? Example: Ice machine, between the door rails, under the stairs. If we do, it will require additional billing for hand grinding.
Response: Hand grinding will not be required in these spaces. Equipment will be temporarily removed in some cases. Any remaining areas can be cleaned and resurfaced.
2. Will yellow paint be tested for lead? If it's lead based we would need a qualified company to remove it. Do you want a separate line item for this attached to our bid, or hand written on your form.
Response: The Base Environmental Coordinator has determined that the yellow lines have lead based paint (LBP). Para. 7.2.5 of the SOW requires the contractor to “perform all tests required by Base Environmental coordinator” to determine the extent of the contamination to determine the proper disposal method. Any abatement and disposal must be done by a certified lead abatement firm. The testing, abatement and disposal needs to be included as part of your total bid, not as a separate line item.
3. Will all hair line cracks need to be filled, or just the ones larger than a 1/16".
Response: Just cracks larger than 1/16 inch need to be filled.
4. Requirements state a Class A cream finish. In order to remove the epoxy we will be removing the cream/top layer of concrete. The process to get epoxy off floor does not allow a cream finish due to aggressive grinding required to remove epoxy. It would have to be a Class B or higher. We could look at chemical removal as an option if still interested in cream finish.
Response: SOW section 7.3 has been revised to specify “Class B – Fine Aggregate (Salt and Pepper) Finish as described in Section 3.5.J. of specification 03 3543 Diamond Polishing Concrete Floors, at a Level 3 – High Gloss Appearance as described in Section 3.5.J of specification 03 3543 Diamond Polishing Concrete Floors.”
5. Section 8 of the specs is asking for licenses, federal/state laws requirements, etc. We do not have any requirements for this service, just a W-9 showing we are a legal business. We do have manufactures stating we are approved to perform the work with their products.
Response: Statements from manufacturers that you are approved to perform work using their products is a positive. Para. 8.0 is a general requirement that if any of the work you are doing will require licenses, permits, etc. then you are responsible for obtaining those. For example, if you are required to dispose of lead based paint (LBP), specifications 02 83 00 and UFGS 01 35 35 discuss requirements for disposal of LBP, such as waste manifests to be signed by the base environmental office. The Project Manager and Base Environmental coordinator can assist you with these.
6. I noticed several areas that had yellow markings that are not on plans. Please advise if these should be added to scope of work.
Response: The schematic plans included with the SOW show approximate new locations of yellow and red lines, not the current locations. All existing yellow lines observed during the site visit are included in the scope of removal and disposal. The lines shown on the schematic are the new lines. Red lines do not contain lead based paint – only yellow lines.
7. You spoke of an epoxy coating for the floor but the scope of work is calling for floor polishing instead of a coating if you could clarify this for me I would greatly appreciate it.
Response: There will be no epoxy coating applied after the floor polishing. After polishing, a hardening sealant shall be applied.
8. What is the existing coating of the hangars?
Response: Epoxy covering.
9. By removing the existing, will GC be responsible for removing the waste?
Response: Yes
10. By removing the top layer of the existing concrete, there is a possibility of exposing some subgrade. Is exposing the subgrade allowed? If not, how can we avoid it?
Response: The concrete is thick enough that polishing will not expose the subgrade.
11. In reference to expansion Joints, you ask for removal but you don't give us the new product to be installed or any drawings. How many expansion joints are there per hangar and how thick?
Response: The product used in the expansion joints shall be recommended by the contractor in their submittals. Each hangar has three expansion joints running the width of the hangar. There are four diagonal expansion joints also. Some of the pictures show this. The joints in Hangar 3 are much wider than those in hangars 4 and 5 (see pictures).
12. What materials should be used for the striping and what are the dimensions of the lines and hangers?
Response: The striping will be stain. Material will be recommended by the contractor in their submittals.
13. Does each hanger have a specific completion time?
Response: The contractor shall recommend a schedule in their proposal. Only one hangar at a time can be worked on, leaving the other two hangars operational.
14. Can you provide any pictures?
Response: Pictures are attached
