About this file
This document is an Addendum for a Two-Step Invitation for Bid (IFB) from the St. Johns River Water Management District (the District) for the Black Creek Water Resource Development Pipeline Construction project. The project involves the construction of approximately 17+ miles of 30" ductile iron raw water transmission main, including excavation, backfill, dewatering, horizontal directional drilling, jacking and boring, and other piping appurtenances. The estimated construction cost range for this project is $60,000,000 - $74,000,000. The initial qualification submittals are due by 2:00 p.m. on July 19, 2022, and the competitive sealed bids are due by 2:00 p.m. on August 12, 2022. The addendum provides clarifications on the minimum qualifications, including requirements for the respondent to have completed at least two similar projects with at least 8 miles of 16" or larger pipe and a project value of at least $10,000,000 each, as well as specific requirements for jack and bore and horizontal directional drill crossings. It also provides a revised subcontractor form and revised similar projects forms.
The addendum indicates that the District will consider joint ventures, as long as the joint venture is registered with the Florida Secretary of State prior to the bid submittal date. The District reserves the right to reject any bid if the evidence submitted by the respondent fails to satisfy the District that the respondent is properly qualified to carry out the obligations of the contract.
