About this file

This document is a questions and responses file for a Request for Qualifications (RFQ) issued by Colorado Parks and Wildlife (CPW) regarding preliminary design work for Two Buttes Dam. The project involves three main tasks: analysis of gates and tower design, review of structural integrity, and surveying and topographical work. The RFQ process includes a shortlisting phase, after which three firms will be selected for interviews and provided with additional technical documents including the geotechnical report prepared by Brierley in 2012, dam drawings available from the State Engineer's Office Dam Safety division, photographs, and a draft contract. The project scope addresses a dam constructed approximately 100 years ago with an inlet tunnel located 15 feet below the silt level in the reservoir and an existing concrete-lined tunnel that can be inspected from the downstream side.

Key project constraints and considerations include water conservation limitations, as the dam is located on an ephemeral stream that only receives water during moderate to heavy rain events, requiring the project team to maintain water levels during construction rather than significantly reduce them for construction purposes. Dredging or cleaning of the reservoir is not planned as part of this project. The preliminary design study builds upon existing geotechnical work and will establish the foundation for moving forward to final design. Existing drawings and photographs of the dam structure, inlet tunnel construction details, and upstream inlet structure are available for review by shortlisted firms to support their proposals and technical understanding of the existing conditions and engineering challenges.

Two Buttes RFQ Questions

1) 1. Can you please provide the following documents referenced in the RFQ?

a. Geotechnical Report (referenced in the second paragraph under Task 2 – Analysis of

Gates and Tower Design)

b. Drawings of the dam and photographs of the gates (referenced under Task 3 – Surveying

– Topographical Work)

Response: This information will be provided to the three (3) firms that are shortlisted for the interview. Drawing for the dam are available from the State Engineers Office, Dam Safety.

2) Do you expect that the survey of the upstream side of the gates and tower foundation will be performed while the reservoir is above the gates?

Response: We have a survey of the upstream inlet structure. The gates are located on the upstream side of the crest of the dam, and can be accessed from the downstream.

3) The RFQ references a Draft Contract in the Insurance section, however it wasn’t attached. Can you please provide the Draft Contract?

Response: Please see the attached draft contract.

4) Is the preliminary geotechnical report mentioned in the RFQ available? Who did the work?

Response: Please see Response #1, and Brierley did the Geotechnical work in 2012

5) Are the preliminary design alternatives available? Who did the work? When was the work completed? Have conditions changed since the alternatives were developed?

Response: The purpose of this study is to do the preliminary design for the gates, and move this forward to a final design, so we do not have an Alternative Report for the gates. This should answer the other parts associated with this question.

6) I am having a hard time visualizing what the inlet tunnel 15 ft below the invert of the dam looks like.

Response: The reservoir has silted in during the last 100-yrs, and now the invert to the inlet is 15-ft below the silt level in the dam.

7) What information will CPW be providing regarding the preliminary structural design of the tunnel?

Response: No work has been completed for the structural design on the structure for the inlet.

The tunnel was mined in when the dam was constructed 100-yrs ago, and we have some pictures of this this construction. The existing tunnel is lined with concrete and can be inspected on the downstream side.

8) How low can the water level be reduced during construction? Will the reservoir be dredged/cleaned as part of this project?

Response: Water is very precious in this area, and the dam is located on an ephemeral stream, so the dam only sees water during moderate to heavy rain events, as such, we are planning on keeping as much water as possible in the reservoir during construction.

9) Are there existing drawing to look at?

Response: Please see Response #1 above

10) Could CPW provide drawings and photos for Two Buttes Dam? We intend to submit a proposal and would like to better understand the technical issues and existing conditions.

Response: Please see Response #1 above
