Two Butte is a high hazard dam located southeast of Lamar, Colorado, in the Two Buttes Wildlife area.
The dam is owned and operated by CPW, and is a critical part of the CPW effort to provide recreation for the citizens of Colorado. As a State Wildlife area, the dam and reservoir are key components to attract visitors to the area.

Scope of Work
Two Buttes will include several items of work, including: hydraulics, gate rehabilitation strategies , coffer dam design, and gate design. The anticipated tasks for this project include the following:
1. Project Management – The Consultant shall designate a Project Manager for this project, who is a Professional Engineer registered and licensed in Colorado in accordance with section 12-25- 101, CRS. In addition, the project manager and all task leaders shall meet the qualifications of Section 4.2.9, of the State of Colorado, Division of Water Resources, Rules and Regulations for Dam Safety and Construction, Dated January 1, 2007. If the consultant needs to/ or wants to for their convenience, replace the Project Manager or any of the Task Managers, they must submit in writing to the CPW requesting this change. The consultant shall include the resumé of the replacement(s), who shall be equal to or more qualified than the person they are replacing.
2. Analysis of Gates and Tower Design – Currently, Two Buttes has two gates located in a wet well at the upstream crest of the dam. The outlet is a concrete lined tunnel in the left abutment, and the hydraulic capacity of the tunnel is limited to the area of the gates. One of the gates is currently operational and the other gate is not. The gates are operated by a hand crank located mailto:john.clark@state.co.us at the top of the dam, and the gate stems are in a shaft with concrete grade beams at 10-ft on center. These are the original gates installed in the early 1900’s and are in need of replacement.
It is our intention to replace these gates with hydraulically operated gates, including new gates, operators, etc.
In addition to the gate analysis, CPW has a geotechnical report for the conditions at the inlet to the tunnel, which is approximately 15-ft below the invert of the dam, which leads to the tunnel silting in. As such, CPW is also looking at tower alternatives to get the invert of the inlet structure to the existing lake bottom. Included in the Analysis of the gates will be a preliminary structural design of the tunnel, using information supplied by CPW.
3. Surveying –Topographical Work – Survey work will need to be completed for the gate openings, which are approximately 30- ft below the current water surface elevation of the dam. CPW does not have any plans for the gates in our drawings for the dam. The downstream side of the gates is accessible, and we have file pictures of the upstream gates.
4. Alternative Report – CPW anticipates a design alternative report for this project consisting of alternatives for the gates including; Gate Type, Operator Type, Installation type including bulkheads, wet or dry installation, and cost advantages for each, Preliminary Opinion of Probable Cost for Construction for all alternatives considered. In addition, the Alternative Report shall include a preliminary design for the inlet tunnel, with the above information for construction.
5. Design and Construction and Schedule – Detailed schedules for both the design and construction for the project
6. Risk Management for Design and Construction – The design and construction for the proposed gate modifications at Two Buttes has elements of Risk to the owner, engineer, contractor and citizens of Colorado. The consultant shall clearly define their interpretation of areas of risk in this public project. A description of proposed methods to actively manage all identified risks through the life of the project shall be presented. Contracting concepts such as partnering, design and disputes review boards, alternative delivery models, etc. shall be included as part of the consultants proposal.
7. Permits for Construction – The Consultant shall help CPW apply for the necessary permits for construction of these modifications. Permits may include:
a. State Engineers Office Review and Approval
b. 404 Permit if necessary
c. Any other local, State or Federal permits that maybe required for construction.
8. Construction Documents – Completion of the project plans and specifications in enough detail to advertise the project for construction, and to obtain a permit thru the State Dam Safety Engineer for construction. It is anticipated that submittals will be required at the 60%, 90% and Final Design documentation for comment and review by CPW and SEO. Included with all submittals will be an engineer’s opinion of probable cost for construction. The Final Design cost estimate shall be formatted to support the construction bid sheet.
9. Construction Observation – the Consultant will be required to inspect/ review the construction at certain milestones and approve items as they are related to the design aspects of the construction.
Consultant Responsibility
Information supplied (by CPW – see below) shall be used by the Consultant to prepare the plans, specifications, and cost estimates. Upon acceptance by CPW of the Consultants recommended solution or modification thereof, the Consultant shall perform the necessary design and prepare the plans and specifications. The Consultant shall provide CPW with an Alternative Report, 30%, 70% and 90% review drawings during the process. The consultant will likely be retained for construction consultation services such as submittals and contractor inquiries.
CPW Responsibility
CPW shall provide existing plans and/or as-built drawings, all inspection records, reports, alternative analysis, and existing topography information. CPW will provide design criteria, all existing plans, and specifications relating to the project and when appropriate and if time permits, accompany and assist the Consultant on the initial site visit.
