| TWEEDS FINAL RFP - 80GRC022R0013 | ||
| Number | Question | Answer |
| 1 | Can the government provide a level of effort for this opportunity? | No, Offerors are to propose based on their understanding of the Statement of Work and expertise in the area. |
| 2 | For prime contractors that have not yet been audited by DCAA, but are otherwise compliant with DCAA regulations and are awaiting a DCAA audit upon it being required by the government, how should attachment J-03a_COAT_p be completed? | Even if a DCAA audit office has not yet been assigned, Offerors may use the "Office Locator" on their website to determine the cognizant DCAA office. Website is as follows: https://www.dcaa.mil/Locator/ |
| 3 | Can we request additional page count for Volume I - Mission Suitability? | No, the 30 page limit stands. |
| 4 | • RFP section L.7 1852.215-81 Proposal page limitations. (APR 2015) states Volume III - Relevant Experience and Past Performance is limited to 12 pages. However, L.14 INSTRUCTIONS FOR VOLUME III – RELEVANT EXPERIENCE & PAST PERFORMANCE, section (a)(4), states "Submissions for Relevant Experience and Past Performance shall not exceed twenty-five (25) pages.". |
| Will the government please provide the desired page limit for Volume III? | Section L.14(a)(4) was erroenously not updated. The Page limit for Volume III - Relevant Experience and Past Performance is twelve (12) pages. | |
| 5 | • L.10 (a) Each volume listed below shall stand alone and not require reference to another volume. |
• L.10 (c) Where necessary, a cross-reference sheet to other volumes shall be included (cross-reference sheet is not included in page limit).
| Can the government please provide clarity if cross referencing other volumes is acceptable? | A section should not require a reference to another section, however, offerors may reference another section if it has already been explained in detail in another section. | ||
| 6 | Will the government have a limit of the number of past performances to be submitted? For example, will each offeror only be allotted 5 past performance submissions for Volume III? | There is no maximum number of Past Performance Questionaires permitted. | |
| 7 | Does the Government have the APPEL KS course source data? | Some courses are owned directly by the government, some are owned by vendors. All NASA content is provided/reviewed by NASA SMEs before a course is developed or conducted. | |
| 8 | Can the Government identify the authoring tools used in the development of the APPEL KS courses? | Courses can be developed and presented using any application that meets accessibility standards and is compatible with the NASA environment. | |
| 9 | • | The contractor shall maintain and keep current internal and external certifications and validations of the APPEL KS courses for Federal Acquisition Certification for Program and Project Managers (FAC-P/PM), Project Management Institute (PMI), International Association for Continuing Education & Training (IACET), and any changes to these accreditation bodies. Learn more about APPEL accreditations at http://appel.nasa.gov/curriculum/accreditations-and-affiliations/. The contractor is required to be knowledgeable of affiliations with the PMI and International Accreditors of Continuing Education and Training (IACET) processes for APPEL KS course accreditations. |
How often do courses need to be recertified / accredited (annually, every two years, etc.)?
| Can the Government provide a list of courses and the last date of recertification / accreditation? | There is no charge for FAC P/PM credited courses and no charge for IACET certification for each course. IACET certification is for the provider and courses are structured in a way that IACET endorses our courses and attendees get credit since the course format is IACET formulated. | ||
| 10 | • | Pay appropriate membership fees and dues for external certifications for APPEL KS courses for graduate credit, such as Project Management Institute (PMI) and International Association for Continuing Education & Training (IACET). Learn more about APPEL accreditations at http://appel.nasa.gov/curriculum/accreditations-and-affiliations/. |
| Are membership fees and certification costs as identified on page 8 of the SOW considered part of Item 8 of the pricing, Administrative Logistics? | No | ||
| 11 | Can the government provide additional data related to the database software specifics? Is the existing APPEL KS online database software a standalone Microsoft application or is it a tailored application within the Microsoft Teams environment? If so, can the Government identify which application it is? | The existing APPEL KS repository uses NASA's O365 SharePoint environment, and data is collected and input from sources including O365 tools, Cvent tools, and SATERN. | |
| 12 | Key Personnel. Please confirm that all key personnel/positions will be identified by the bidder. The Government has not identified any specific key personnel positions. | Correct | |
| 13 | Award. How many awards does the Government anticipate making for this contract? | Per Section L.13, one award. | |
| 14 | Price. Do Bidders have to have a DCAA Audited Accounting system at the time of award to bid on NASA TWEEDS? | Per FAR 16.301, the contractor's accounting system must be adequate and approved by the Government before contract award. Please see Final RFP pg. 73 Section 6: Business Systems Reviews and Status Information for additional information regarding this requirement. The Government does allow a CPA firm in good standing to prepare and execute an audit. | |
| 15 | Price. Can Bidders be awarded a place on the contract and only compete for FFP type Task Orders? | No, this is not an IDIQ type contract with task orders. See Section L.3. | |
| 16 | Price. What is the split of FFP task orders vs. CPFF task orders on this contract anticipated by the Government? | N/A. This is not an IDIQ type contract with task orders. | |
| 17 | Subcontracting. Can a bidder have subcontracting team members who are not 8(a)? Or small business? Are there limitations on Major Subcontractors for bidders? | Limitations on subcontracting for an 8(a) competitive acquisition can be found at FAR 19.809-2. | |
| 18 | The RFP states that “The Government does not recommend the use of “see paragraph X” or similar verbiage as a suitable answer to any given section.” Will the government allow language when referring to appendices? | Yes, but see RFP Amendment 00001 regarding appendices. | |
| 19 | Will the Government allow text in headers/footers to also be 10-point Times New Roman font? | Yes | |
| 20 | Will the Government confirm that dashes or hyphens do not count as a special character and may be used in file names? | Correct | |
| 21 | Which volume would the Government like Offeror's to place the completed SF33? | Please include the SF33 with Volume I (not included in page limit). | |
| 22 | Which volume would the Government like Offeror's to place the completed CLIN Matrix? | Please include the CLIN Matrix in Volume I (not included in page limit). | |
| 23 | Regarding past performance references, RFP Section L.14.4 states that “the Offeror shall include only those contracts under which work was performed by an organizational entity or entities (e.g., specific Division or Subsidiary of a parent company or Affiliated Company) included in the Offeror’s proposal.” This requirement unnecessary restricts competition by disadvantaging offerors with multiple divisions or wholly owned subsidiaries, even where the resources and/or experience of other divisions, subsidiaries, or affiliated companies will be available to support the Offeror’s performance. The Government would benefit from making clear that an offeror’s citations may include the past performance of an offeror’s parent and sister companies, often referred to as affiliate past performance (“APP”). Crediting APP increases competition and makes available to the Government the broadest range of capabilities from an offeror’s enterprise. |
The procurement rules specifically endorse the Government crediting an offeror with APP where the offeror’s proposal demonstrates that the resources of the affiliated company (e.g., workforce, management, facilities, or other resources) will be meaningfully contributed to contract performance. See, e.g., GM–Bulltrack, B- 414591.6, B- 414591.7 (Comp. Gen. Oct. 30, 2018). As GAO held in the Bulltrack case:
However, an agency properly may consider the experience or past performance of an offeror’s affiliated companies where the firm’s proposal demonstrates that the resources of the affiliated company will affect the performance of the offeror…. The relevant consideration is whether the resources of an affiliated company - its workforce, management, facilities or other resources - will be provided or relied upon for contract performance, such that the parent or affiliate will have meaningful involvement in
| contract performance. | The Government added the term "Affiliated Company" when specifing what entities may be included in the Offeror's past performance. The instruction provided satisfies the GAO's rulings related to past performance of the Offeror. | ||
| 24 | If the Attachment J-04 Worksheet #2 does not allow for detailed documentation showing evidence of Relevant Experience and Past Performance, the 12-page limit for the Past Performance Narrative section of Volume III does not provide enough space to provide evidence for all Attachment J-04 Worksheet 2 areas and the questions listed in L.14 | ||
| (a) (6). In order to evaluate effectively with adequate evidence, please consider increasing the page limit for the Past Performance Narrative. | The Page limit for Volume III - Relevant Experience and Past Performance is twelve (12) pages. | ||
| 25 | In the Final RFP document, the page count for Relevant Experience & Past Performance has been cut to 12 pages total for the Past Performance Narrative. In order to allow for enough space to address the relevant SOW areas and the question areas listed L.14 (a) (6), will the Government please consider increasing the page limit for Volume III Relevant Experience & Past Performance? | The Page limit for Volume III - Relevant Experience and Past Performance is twelve (12) pages. | |
| 26 | Will the government please clarify that the total page count for Volume III - Relevant Experience and Past Performance is either 12 or 25 pages? | Section L.14(a)(4) was erroenously not updated. The Page limit for Volume III - Relevant Experience and Past Performance is twelve (12) pages. | |
| 27 | To allow for consistent and accurate page numbering and readability of Subfactor A, will the Government allow offerors to include the Total Compensation Plan as an Appendix to Volume I, Subfactor A and allow a cross-reference to it within Volume I, Subfactor A? | No, the Total Compensation Plan should not be included in an Appendix. | |
| 28 | Section L, MA 1 Organizational Structure | ||
| “Describe the Offeror’s organization structure, including reporting relationships, and the proposed approach to meet the technical, business, safety, health, environmental and any other requirements specified in the Statement of Work (SOW).” Can the Government clarify the safety, health, and environmental requirements specified in the Statement of Work? | Since there are no additional safety, health and environmental regulations specified in the Statement of Work, only those required by clauses in the Final RFP need to be considered. | ||
| 29 | "The Offeror shall describe their proposed labor skill mix (excluding Key Positions) which shall include proposed labor categories, skill level, and hours in order to meet the requirements as specified in the Statement of Work (SOW)." Can the Government please clarify the term "skill level" as it pertains to proposed labor skill mix requirements? | "Skill Level" is referencing years of experience. For example, entry-level, journeyman, etc. | |
| 30 | The RFP states that “For convenience, the price/cost volume may be divided into separate Word/PDF/Excel files, provided they are properly identified as such, e.g., “Volume III, Part I”, and must adhere to all other format and page-limitation instructions given herein. For Part 2, each of the workbooks should be clearly tabbed. Price/Cost Volume, Part 3 should be in separate files for ease of use during proposal evaluation.” Can offerors submit all pieces of the narrative response in one Word/PDF file for Part 1 and Part 3 plus the required Excel files for Part 2 or should each part be submitted as separate files? | All volumes shall be in separate files. | |
| 31 | The RFP states that “Workbook names included should begin with the company name’s first three letters, followed by a hyphen and the workbook’s file name. Below is an example of how company. “ABC” would name its Cost Volume workbooks: “ABC- CAOT.xlsx” and “An example file name is “Offeror name - solicitation number Cost-Price Volume”. " This creates a discrepancy in how to include the company name and solicitation number in file names. Will the Government clarify which file name structure should be used for the Cost workbooks? | We are requesting a Cost-Price Volume with the “Offeror name - solicitation number Cost-Price Volume”. Within that file all other documents should use the “ABC” format. | |
| 32 | Please clarify how CLIN 2 costs within Templates 2, 3 & 4 are intended to link to Template 1. If applicable, please provide an updated Attachment J-03 that has CLIN 2 costs & hours in Templates 2, 3 & 4 pulled into Template 1 for price evaluation | Templates 2 & 3 shall reconcile to Template 1. Hours and cost elements from from Templates 2 and 3 shall not be included in Template 1 because it is a summary template. | |
| 33 | Can the Government please clarify, specifically, which labor categories/positions are required to have and maintain Kirkpatrick Silver Level certifications or an equivalent with justification? | The Government is not requiring certain labor categories/positions to have and maintain the Kirkpatrick Silver Level certification, we would like the offerors to propose what they think is appropriate based on the requirements of the Statement of Work. | |
