About this file

This is FEMA Form 089-4, an appendix to the Transit Security Grant Program (TSGP) application that provides a template for applicants to submit Investment Justifications (IJs). The form is used by transit agencies and law enforcement organizations to request federal funding for security projects and operational enhancements. Applicants must complete one formal IJ for each proposed project, with agencies permitted to submit up to eight projects per region, plus up to five additional projects for dedicated law enforcement providers. The form has an OMB control number (1660-0112) with an expiration date of April 30, 2023, and carries an estimated public reporting burden of 15 hours per response. All submissions must be made electronically through ND Grants using a specific file naming convention: UASI Area_Applicant_IJ Number.

The form requires responses across four primary sections: Strategic and Program Priorities, Impact, and Funding & Implementation Plan. Section I requires an abstract describing the project's vision, goals, objectives, and how it addresses critical infrastructure security priorities, along with specific equipment and staffing needs. Applicants must demonstrate how investments address funding priorities and tie to the National Preparedness Goal. Section II requires analysis of risk reduction, cost-effectiveness, and output/outcome metrics. Section III requires detailed funding plans broken down by cost categories (planning, equipment, training, exercises, operational packages, and management & administration), implementation timelines with up to 10 major milestones, financial need justification, and discussion of sustainment plans. For all operational package requests, a five-year Security Capital and Operational Sustainment Plan must be submitted with the application. The document is marked as containing Sensitive Security Information controlled under 49 CFR parts 15 and 1520 and is not to be disclosed without authorization.
