This competitive solicitation will result in the award of multiple subcontracts. As a result of this RFP, two (2) subcontracts will be awarded to one (1) source as follows:

Both subcontracts are Time & Material, Subcontract Work Order (SWO) driven.
The subcontracts awarded as a result of this RFP will be in effect for four (4) years with the possible award of two (2) options for three (3) years each.
The subcontract that this effort will succeed is scheduled to expire this calendar year. A phase-in period is planned between the award of this subcontract and the expiration of the existing subcontract.
The JPL invites your organization to submit one written Time & Material proposal in conformance with the instructions contained in the RFP.

| 1 | Proposal (Part I) | Part I proposal is due at JPL no later than March 28, 2025, by 3:00 p.m. (Pacific Time). By no later than March 10, 2025, as a convenience to JPL, provide to the undersigned, an email statement that you do or do not intend to submit a proposal. |
Part I must include the Mandatory Qualifications, Technical, and Past Performance proposal. This part addresses the RFP's Technical and Past Performance proposal instructions. Additional instructions for Past Performance can be found in Attachment A-14 of this RFP.
2 Proposal (Part II) Proposers who are notified to move on after the evaluation of Part I, will be notified to submit Part II. Additional details regarding the Part II will be provided via e-mail prior to the due date.
Part II must include the Management and Cost/Price proposal addressing the RFP’s Management and Cost/Price proposal instructions and evaluation criteria.
3 Proposal (Part III) Proposers who are notified to move on after the evaluation of Part II, will be notified to submit Part III. Additional details regarding the Part III will be provided via e-mail prior to the due date.
Part III must include electronically submitted slides to be used during the Oral/Virtual Presentation.
Requests for Clarification/RFP Addenda
During the proposal preparation period, all requests for clarification and/or additional information must be submitted by e-mail to the Subcontracts Manager. When appropriate, responses to requests, as well as any JPL initiated changes, will be provided to known prospective proposer(s) as addenda to the RFP.
Late proposals will not be accepted.
Proposal Evaluation
The source selection for this procurement is Best Value. Proposals will be evaluated and scored according to the criteria described in the Technical/Management Proposal Instructions of the RFP. Although cost/price will not be scored, the proposed cost/price shall be a substantial factor in source selection and is of lesser importance than the combined technical and management areas.
This RFP contains two (2) Mandatory Qualifications. Proposers must meet these requirements by time of solicitation and time of award in order to be considered.
1. Satisfy the specific NAICS Code, 541715 - Research and Development in the Physical, Engineering, and Life Sciences, size standard of up to 1,000 employees. Proposers must review https://www.sba.gov/document/support- table-size-standards and complete the acknowledgement form (A-1) set forth in the RFP to satisfy NAIC Code requirements.
2. Proposer must have had at any one time, within the last 12 months prior to the issuance date of this RFP, a minimum of 30 bona fide employees employed in labor categories of similar nature to those required by JPL. Evidence shall include payroll records specifying payroll week ending date, employee name, and job title. Documentation submitted shall be from the same single week in the past 12 months.

Statement of Work Overview
MASS provides a variety of Mission Assurance support personnel. The subcontractor personnel possess a skill mix and level of expertise necessary to support the JPL Mission.
This mix is diverse and currently includes, but is not limited to, Reliability and Environmental Engineers, Quality Assurance Engineers and Inspectors, Parts and Radiation Engineer and System Safety Engineers in support of Mission Assurance activities.
MASS personnel are professionals typically with a bachelor’s degree or higher education requirement. Non-professional labor subject to the rules of the Service Contract Act is not anticipated under this subcontract.
Job titles and support descriptions of MASS personnel at JPL are provided in Exhibit 1 to the Standard Subcontracts.
All of the support areas may require the need for Top Secret – Sensitive Compartmented Information (TS-SCI) clearances of personnel.
The job classifications identified under the two labor categories in the MASS Subcontract are the following:

JPL has no way to make an accurate estimate of the number of subcontractor personnel that will be required over the term of the subcontract; however, the following information is being provided to show the history of the previous subcontract known as the Mission Assurance Support Services (MASS) subcontract. The current level of MASS support is provided in the tables below. This includes part-time and on-call personnel:
Office of Safety and Mission type labor support is critical to JPL flight projects and therefore the MASS subcontract projects to support multiple future flight projects.
Small Business Requirements
This is a Small Business Set-aside.
The North American Industry Classification System (NAICS) code and description for this acquisition is 541715 - Research and Development in the Physical, Engineering, and Life Sciences. If a joint venture business is proposing, each joint venture partner must qualify as a Small Business under NAICS Code 541715. See 13 CFR § 125.8(a). Each entity that is a partner to the joint venture should complete the A-22 Small Business Joint Venture certificate set forth in the RFP.
A mentor-protégé joint venture consisting of a protégé Small Business and its SBA-approved mentor may also submit an offer, provided that the protégé is small under NAICS Code 541715. See 13 CFR § 121.103(h)(2)(ii). Each entity that is a partner to the joint venture should complete the A-22 Small Business Joint Venture certificate set forth in the RFP. Mentor-protégé joint ventures must also provide proof that they have been approved by SBA at the time they submit their proposal. See 13 C.F.R. § 125.9.
If an entity submits a proposal as a joint venture, JPL may consider and evaluate the relevant capabilities, past performance, experience, business systems, and certifications of each separate business entity forming the joint venture, as well as the joint venture itself.

Part II – Proposers who are notified to move on after the evaluation of Part I, will be notified to submit Part II which include a price proposal.
Failure to provide the cost or pricing data requested in the RFP may render the proposal nonresponsive.
Complete and return Attachment A-15, “JPL Mission Assurance Support Services (MASS) Rate Detail”. Attachment A-15 shall be provided in an Excel or Excel-compatible format. In completing Attachment, A-15 note the following:
Provide segregated yearly pricing for the full ten (10) years term of this subcontract by:

Electronic Invoicing Requirements (ELI)
Integrated Affiliate and Management System Electronic labor Invoicing (iAIMS ELI) is a web-based application that provides subcontractors the ability to submit and review invoices electronically. All invoices submitted through ELI must be based upon authorized corresponding SWO number and JPL project/task numbers JPL Invoice Management website: https://invoice.jpl.nasa.gov/.
Invoicing and payment instructions can be found in Article 2. Payment Provisions of the Standard Subcontracts.
Labor invoicing weekly by Tuesdays by 3:00 PM.
Invoice Template
The end-user will fill out an Excel template (.xls) format (note only .xls must be submitted through ELI) i.e. Type Code (LABOR, RET-L, TRVD), Invoice Number, Invoice Date, Last Name, Badge, Project, Task, Cost Description (travel information), SWO number, Hour Code, Rate, Hours, Amount, Week Ending date, Service Code.

JPL-ID Badging
All subcontractor personnel and lower tier subcontractor personnel working under this JPL Subcontract shall complete the NASA JPL onboarding process and receive Identity and Credential prior to initiating work which takes a minimum of 2 weeks.
As a part of the onboarding process, Subcontractor personnel shall respond to JPL Personnel Security Office’s requests for information and submission for background investigation.
To complete the personnel onboarding enrollment and badging process, subcontractor personnel need to travel to JPL. If the personnel is remote, outside Los Angeles, Ventura, Orange, San Bernardino, or Riverside counties, they may make arrangements to travel to the nearest NASA Center to complete the enrollment and badging process. This may be arranged when JPL Badging Office reaches out to personnel regarding scheduling their badging appointment. Travel costs are borne by the Subcontractor.

Audit and Compliance
In accordance with JPL GP titled “Timekeeping and Payments” and FAR 52-215-2, Audit and Records”, at any time before final payment under this Subcontract, JPL may audit or have audited the invoices and supporting documentation at JPL’s discretion.
Safety
Subcontractors must provide all safety and health training in accordance with the Subcontractor’s Injury and Illness Prevention Plan (IIPP), the applicable state and federal regulations. Personnel injuries/illnesses shall be documented on Subcontractor Cal-OSHA Form 300 log. Subcontractor shall report serious injuries or fatalities of personnel to Cal-OSHA as specified in CCR Title 8, Section 342, Reporting Work-Connected Injuries.
Provide an approved Exhibit 15: Subcontractor Environmental, Safety and Health Plan. Approval shall be obtained by JPL’s Occupational Safety Program Office (OSPO) prior to commencement of the Subcontract.
Provide General Personal Protective Equipment (PPE) as required. JPL will provide PPE only if it is specific to the area or items such as chemical gloves. Subcontractor provides all other PPE- i.e., Fall Protection, Hearing protection, respirators, safety shoes, prescription safety glasses.
Verify all subcontractor personnel and lower-tier subcontractors comply with all JPL policies and procedures.
Please refer to Exhibit 18: Leased Worker Safety Curriculum Needs Assessment. The subcontractor shall ensure that affiliates complete any JPL required Safety Training prior to work beginning.
Subcontractor Safety Coordinator Reviews all job tasks contingent workers are assigned for safety and health risks and ensure they comply with Cal OSHA regulations:
Review SDS, ensure exposure monitoring is completed when required Report and investigate mishaps and close calls and update their OSHA log as necessary, Provide required Personal Protective Equipment except when generic and specific PPE is already provided in a location Ensure contingent worker and their Safety and health person have reviewed all Facility and Laboratory Assessment of Safety Hazards (FLASH) Ensure contingent worker has taken all of the appropriate training, Be available on-site and perform inspections of work locations periodically
IT & Cyber Security Requirements
No expense (direct or indirect) shall be included for IT equipment to be used within JPL’s firewall (e.g. laptops or cell phones). JPL shall provide the equipment as needed.
The subcontractor and lower tier subcontractor personnel shall solely use JPL-furnished and managed systems for the performance of this subcontract, to include any hardware that will be used to process, manage, access, or store NASA or JPL data. The deployment of JPL-furnished managed systems will be provided as part of the on-boarding process, upon subcontract award.
The Subcontractor shall protect the confidentiality, integrity, and availability of NASA and JPL Information and IT resources, as well as protect NASA and JPL Information from unauthorized disclosure.
The Subcontractor shall provide via mutually agreed-upon formats, all information required to assist NASA and JPL in their Federal Information Security Management Act (FISMA) reporting responsibilities.
The Subcontractor shall report any suspected IT security incidents that involve NASA or JPL data, systems, or networks by calling the JPL Unified Service Desk at 818-354-4357 and collaborate with JPL OCIO and NASA SOC in the investigation and resolution of IT security incidents.
The Subcontractor shall insert this clause, including this paragraph in all lower-tier subcontracts that process, manage, access or store NASA or JPL Electronic Information in support of the mission of the Agency.
