JOB CLASSIFICATION AND QUALIFICATION
GUIDELINES FOR SUBCONTRACTOR PERSONNEL
RELIABILITY ENGINEERING AND ENVIRONMENTAL ASSURANCE
SUBJECT MATTER EXPERT ENGINEER
The following guidelines typify the background of personnel filling Reliability Engineering and Environmental Assurance positions:
The general background experience of a Subject Matter Expert (SME) should include technical skills and responsibilities in: interpreting, organizing, and implementing complex, highly technical, state-of-the-art tasks; making decisions and recommendations that are recognized as authoritative and have a positive significant impact on various tasks/activities; interfacing regularly at various levels, keeping management informed of task status, discussing newly proposed tasks, and giving required presentations; identifying and assigning priorities for task accomplishment and ensuring that efforts meet established requirements, time schedules and budgets and that work meets all established standards for quality.
This category will be used for candidates who qualify in at least one of the following areas: (1) are recognized nationally or internationally as expert in their field, (2) may have unique qualifications pertaining to needs identified by a JPL Project, or (3) a multi-disciplined background as identified in this exhibit. SME candidates will be approved on a case-by-case basis by JPL management.
Specific requirements for the category of SME will be called out in each Subcontract Work Order (SWO), and will include one of the following disciplines:
System Reliability Engineer (SRE) Must have a Bachelor of Science degree with equivalent course work in Electrical, Mechanical Aeronautic, or Aerospace Engineering, Physics, Mathematics, or an equivalent field, and typically 25 years of experience in Systems Reliability and Maintainability activities. Experience must include system and subsystem design evaluation and analysis, performing Probabilistic Risk Assessment (PRA), System/Functional Failure Modes, Effects, and Criticality Analysis (FMECA), System Fault Tree Analysis (FTA), Fault Containment Region (FCR) boundary definition, and Reliability modeling, allocation, prediction trade-off studies, and evaluations.
Typical duties: Establish reliability requirements; develop reliability trade-off studies; perform or review reliability analyses; assess performance with respect to requirements; prepare reports; support system and design teams; establish reliability models and utilize models for systems and subsystems analysis; use of computer aided engineering tools. The SRE will be embedded in the system design team enabling full insight into the detailed design and implementation, advocates for System Reliability on the Project; represent Reliability interests and bring the Reliability perspective. The SRE will ensure reliability is included/addressed in the system design to assure mission success.
Project Reliability Engineering (PRE) Must have a Bachelor of Science degree with equivalent course work in Electrical or Electronic Engineering, Physics, or an equivalent field, and typically 25 years of experience in electronic systems reliability activities. Experience must include digital, analog, or RF electronics analysis, performing piece-part and interface Failure Modes, Effects, and Criticality Analysis (FMECA), Worst-Case Analysis (WCA), Electronic Parts Stress Analysis (EPSA), Single-Event Effects Analysis (SEEA), Reliability, modeling, allocations, prediction trade-off studies, anomaly/failure reporting, analysis, and corrective action, and use of computer aided engineering tools.
Typical duties: Ensure that the reliability assurance activities are consistent with the requirements as tailored for each project. Prepare product reliability plans, establish requirements for and monitor reliability programs. Where the requirements are not met, and at the request of the Mission Assurance Manager (MAM), provide the project with a risk assessment. Perform or review reliability analyses; assess performance with respect to requirements; prepare reports; and support system and design teams.
Probabilistic Risk Assessment (PRA) Must have a Bachelor of Science degree in Physics, Mathematics, Science or Engineering, and typically 25 years of experience. Prefer a Doctorate degree in engineering or Bayesian statistics with 15 years of experience and at least 5 years of experience in spacecraft systems and system interaction modeling. Experience with Fault Tree/Event Tree Analysis, ground-based systems, systems engineering, space flight operations probability assessments and statistics is required.
Typical Duties: Assist in implementing PRA on current JPL Flight Projects. Development, or support the development of PRA databases. Support JPL in the submission of proposals to NASA or other customers to obtain additional funding for PRA activities. Assist JPL in training JPL and contractor personnel of PRA methodology, techniques and guidelines.
Environmental Requirements Engineer (ERE) Must have a Bachelor of Science degree in Engineering, Physics or Physical Sciences. Typically has 25 years of experience in structural, thermal or dynamic environmental requirements, analysis and testing. Expected to have wide ranging experience and advanced knowledge in mission environmental requirements or environmental requirements verification compliance. Knowledge of EMC/EMI environments including magnetics, internal and external spacecraft charging is required. Complete knowledge of industry practices and standards across a range of applications related to environments requirements definition, testing standards and testing effectiveness. Experience working with highly complex environmental assurance programs and some capability in thermal and structural design and analysis software such as Thermal Synthesizer System (TSS), ANSYS, COSMOS, Thermal Analyzer System (TAS), and Solid Works or equivalent. Ability to work system tasks and communicate with multiple interfaces is required.
Typical Duties: Will be responsible for supporting the JPL Lead overseeing a team of dynamics, thermal, EMC/EMI and natural space engineers to verify that all flight hardware is fully compatible with all anticipated mission environments. Perform thermal and structural analyses of electronic hardware designs. Support design reviews. Determine component temperatures for a variety of environments and assess random vibration fatigue life. Review analyses submitted by subcontractors to JPL projects. Support environmental test programs including EMC/EMI, vibrations, shock analysis and other appropriate tests on hardware. Interact extensively with project personnel and test engineers. Defining and documenting the project environmental verification program consistent with the plan. Preparing and managing risks inherent in the accomplishment of the environmental verification program. Will maintain and track status using an online Mission Assurance database.
Packaging Thermal/Structural Analyst Must have a Bachelor of Science degree in Mechanical Engineering, Aeronautical Engineering or Physics. Typically has 25 years of experience in structural/thermal analysis and testing of electronic hardware and related disciplines. Must have some capability in thermal and structural design and analysis software such as ANSYS, ABAQUS, NX NASTRAN, and SOLIDWORKS Simulation. Must have some background in electronics packaging engineering, structural/thermal analysis, or manufacturing. Background in environmental requirements engineering and testing is desirable.
Typical duties: Perform and review thermal and structural analyses of electronic hardware designs. Determine component temperatures for a variety of environments and assess random vibration fatigue life. Review analyses submitted by subcontractors to JPL projects. Support environmental test programs. Support design reviews. Interact extensively with project personnel.
Electromagnetic Compatibility (EMC) Engineer Must have a Bachelor of Science in Electrical Engineering or equivalent and typically 25 years of experience related to Electromagnetic Compatibility (EMC) Engineer environment specification and testing. Must be thoroughly familiar with EMC engineering standards, test methods and certification.
Typical duties: Specify EMC engineering standards for JPL programs. Monitor the engineering design of JPL hardware relative to EMC standards and travel to other Contractor locations to review compliance to EMC requirements.

The general background experience of a Senior Engineer I should include technical skills and responsibilities in: application of diversified knowledge of engineering principles and practices in broad areas of assignments and related fields; making decisions independently on engineering problems and methods and resolving important questions; use of advanced techniques and the modification or extension of theories, interfacing with engineering organizations to determine system requirements; preparing plans and schedules and coordinating and conducting important engineering projects from start to finish; assessing the feasibility and soundness of proposed engineering evaluation tests, products or equipment.
Specific requirements for the category of Senior Engineer I will be called out in each Subcontract Work Order (SWO), and will as a minimum include one of the following disciplines:

Must be thoroughly familiar with EMC engineering standards, test methods and certification.

ENGINEER
The general background experience for an Engineer must include performing work which involves conventional engineering practice but may include a variety of complex features such as conflicting design coordination requirements, unsuitability of standard materials, and difficult coordination requirements; tasks requiring a broad knowledge in the specialty engineering areas listed below and a good knowledge of principles and practices of related specialties; demonstrated ability to independently perform most assignments with instructions as to the general results expected with technical guidance provided on unusual or complex problems; demonstrated competence as an engineer in all conventional aspects of the subject matter for functional area of responsibility.
Specific requirements for the category of Engineer will be called out in each Subcontract Work Order (SWO) and will as a minimum include one of the following disciplines.
