About this file
This document is a Subcontract Work Order (SWO) procedure exhibit that outlines the process for issuing and managing labor-hour/time and materials work orders under JPL's Mission Assurance Support Services (MASS) contract. The procedure defines SWOs as bilateral documents authorizing specific subcontractor efforts, with requirements for job descriptions to include titles, duties, performance periods, classifications, education/experience requirements, and security clearance specifications. Subcontractors must respond to support requests within 10 business days.
The related federal contract opportunity is a small business set-aside solicitation from NASA's Jet Propulsion Laboratory for Mission Assurance Support Services, with NAICS code 541715. JPL plans to award two subcontracts to one source: one for Staff Augmentation (Category A) and one for Task-Based work (Category Z). The contract duration is 4 years with two 3-year options. The work supports JPL's Mission Assurance Division (5X) and Mechanical Systems Engineering Division, providing specialized technical engineering services including reliability, environments, electromagnetic compatibility, quality assurance, electronic parts engineering, and structural analysis. A phase-in period is planned between award and current contract expiration later this year.
