SUBCONTRACT WORK ORDER PROCEDURE
(Labor-Hour/T&M Contract)
1.0 DEFINITION
1.1 A Subcontract Work Order (SWO) a bilateral document issued by JPL to authorize and define a subcontractor's specific effort in implementing work under the basic SWO subcontract for services.
1.2 A SWO Supplement is a bilateral document issued by JPL that modifies an active SWO. For Mission Assurance Support Services (MASS) SWO modifications, the modification number is indicated next to the date, under the CWO number.
2.0 REQUESTS FOR A NEW SWO
2.1 The cognizant Contract Technical Manager (CTM) will request additional support personnel via a job description, which includes the job title, job duties, period of performance, job classification, education and experience requirements, and any other data that may be relevant to a particular requirement. The requirement description will be provided by JPL to the Subcontractor in electronic form.
2.2 Security clearance requirements will limit the solicitation to those Subcontractor personnel with the appropriate security clearances.
2.3 The Subcontractor is required to meet this request within ten (10) business days of the requirement for additional support.
3.0 ISSUING AN SWO
3.1 SWOs will be issued on a SWO form, please see Exhibit 3, “Sample Subcontract Work Order.” All SWOs issued will:
3.1.1 Be on the selected form (as designated in the SWO subcontract) and numbered consecutively.
3.1.2 Describe the services to be provided.
3.1.3 State the work start and end dates.

4.0 AUTHORIZATION
4.1 All SWOs and modifications will be issued by the cognizant JPL Subcontract Manager.
4.2 The subcontractor will begin work only after receiving an authorized SWO executed by the Subcontracts Manager.
5.0 REIMBURSEMENT OF COSTS
5.1 In addition to the provisions of paragraphs (a) of the GENERAL PROVISIONS of this Subcontract entitled "Timekeeping and Payments," the Subcontractor shall be reimbursed for travel expenses and Other Direct Costs only as authorized in Article 2 and in each SWO issued under this Subcontract.
