About this file

This is a Limited Sources Justification under the Multiple-Award Schedule (MAS) Program submitted by the U.S. Department of Transportation Federal Motor Carrier Safety Administration (FMCSA), Office of Acquisitions Management.

The justification supports a limited-sources award to Reveal Global Consulting, the incumbent contractor, for continued support, maintenance, and enhancements to the TruData Modernization Data Platform. The TruData system is a computerized information system that collects, stores, maintains, analyzes, and disseminates comprehensive safety performance records for approximately 2.5 million registered commercial carriers and hazardous material shippers subject to Federal Motor Carrier Safety Regulations. The modernization effort leverages native Amazon Web Services (AWS) technologies to establish a data lake, data warehouses, and data marts that will streamline data exchanges between mission systems and eliminate redundant capabilities. Key objectives include assimilating transactional database information into a data lake, extracting and transforming data into Amazon Redshift for analysis, establishing authoritative data sources, and enabling FMCSA to sunset the current MCMIS implementation. The estimated contract value is redacted in the document.

The Government justifies the limited-sources approach based on Reveal Global Consulting's incumbent status and specialized expertise, emphasizing that transitioning to a new vendor would introduce significant risks due to the outdated technology requiring steep learning curves, the need for seamless continuity to meet the 12/30/2026 modernization deadline communicated to OMB and GAO, and the contractor's demonstrated achievements including 100+ datamarts in production and inspection data serving 38 states. The contracting officer will conduct detailed price analysis to ensure fair and reasonable costs representing best value. No additional market research was conducted, as the work can only be performed by the incumbent; however, future operations and maintenance support procurements will be competitively solicited once the data platform is successfully established and maintained.

LIMITED SOURCES JUSTIFICATION

UNDER THE MULTIPLE-AWARD SCHEDULE (MAS) PROGRAM

(i) Identification of the agency and the contracting activity, and specific identification of the document as a "Limited-Sources Justification."

The U.S. Department of Transportation (DOT) Federal Motor Carrier Safety Administration (FMCSA) Office of Acquisitions Management (OAM) 1200 New Jersey Avenue, S.E., Washington, DC 20590

(ii) Nature and/or description of the action being approved.

TruData (Data Platform)/Motor Carrier Management Information System (MCMIS), is the computerized information system supporting Federal Motor Carrier Safety Administration (FMCSA) monitoring of the safety of commercial motor carriers and shippers engaged in interstate operations within the United States. This system provides for the collection, storage, maintenance, analysis, and dissemination of comprehensive safety performance records for approximately 2.5 million registered commercial carriers and hazardous material shippers subject to the Federal Motor Carrier Safety Regulations (FMCSRs) or Federal Hazardous Materials Regulations (FHMRs). The MCMIS database assembles data at the federal and state levels from numerous state-based systems and other information sources, providing a degree of comprehensiveness for interstate carriers that would otherwise be unavailable to individual states or FMCSA service centers.

The objective of this procurement to continue modernization Motor Carrier Management Information Systems (MCMIS) data platform using native Amazon Web Services (AWS) technologies to enable efficient data storage, exchange and analysis for improving the registration, inspection, compliance and enforcement mission functions for FMCSA. The data platform must also streamline data exchanges between mission systems and eliminate redundant capabilities delivered by SAFER, SAFETYNET and other data structures implemented solely for information sharing between systems. Specifically, the data platform shall:

• Assimilate all information from the transactional databases into the Data Lake

• Extract, Transform and Load information into Amazon Redshift for further analysis and to serve as a source of context-specific data marts.

• Establish authoritative sources of data based on Systems of Record.

• Eliminate redundant and inaccurate referencing of data.

• Establish Amazon Redshift as a gold copy of records for FMCSA that serve as an authoritative source of information.

• Enable FMCSA to sunset the current implementation of MCMIS.

(iii) A description of the supplies or services required to meet the agency’s needs (including the estimated value).

The primary objective of this award is to continue to provide support, maintenance, and enhancements to the TruData Modernization Data Platform. TruData Modernization will become the sole data platform that will form the backbone of FMCSA’s IT modernization.

FMCSA CTO, in collaboration with OCIO and other FMCSA leaders has set a strategy to build a Data Platform that will include a Data Lake, Data Warehouses and Data Marts that will enable efficient data storage, exchange and analysis for improving the registration, inspection, compliance and enforcement mission functions for FMCSA. The TruData Modernization effort will also streamline data exchanges between mission systems and eliminate redundant capabilities delivered by SAFER, SAFETYNET and other data structures implemented solely for the purpose of information sharing between systems.

A continued innovative technical approach is needed to fully implement the data platform for FMCSA and realize the objectives outlined in TruData Modernization Bridge SOO.

Specifically:

• The Contractor shall provide non-personal, IT systems support, staffing controls, program management, and shall deliver services both on and off-site as necessary to execute against all requirements established in the SOO and as set forth by the Government.

• All development and testing will occur within DOT/FMCSA environments, or instances of environments licensed to DOT/FMCSA, unless explicitly permitted by the COR in writing.

• Continue the development process with the entire contractor and government team that: develops end-to-end capability in an agile manner; facilitates open communication through regular check-ins and collaborative sessions; and provides clear actors/activities/documents/outcomes.

The estimated value for the continuous work development support is

(iv) The authority and supporting rationale (GSAR 538.7104-3) and, if applicable, a demonstration of the proposed contractor’s unique qualifications to provide the required supply or service

Consistent with the authorities and procedures outlined in GSAR 538.7104-3, the Government intends to pursue a limited-sources award to Reveal Global Consulting, the incumbent contractor, based on documented technical, operational, and mission-critical considerations identified below., The systems being modernized rely on outdated technology that requires specialized knowledge and a steep learning curve. Reveal Global Consulting, as the incumbent contractor, has the necessary expertise to operate and maintain the system without delays or disruptions. Transitioning to a new vendor would necessitate significant time and resources for training and knowledge transfer, potentially compromising the continuity and effectiveness of contract work.

It is not feasible for a new contractor to assume responsibility for the follow-on requirement without substantial reinvestment in system familiarization, infrastructure, and operational integration, which would introduce significant risk to successful and timely implementation.

This lapse would cause delays in critical programmatic operations and FMCSA modernization deliverables that needs to be completed by 12/30/2026; as communicated to OMB and GAO. During modernization these legacy systems will need to be retired. In the draft GAO Review of Federal Legacy Systems (107289), MCMIS is listed as the system within FMCSA most in need of modernization. Any delays with security clearances or knowledge transfer will put this date in jeopardy.

Reveal Global Consulting has an experienced staff in place who are functionally and technically proficient on the business and technical requirements. Reveal Global Consulting is uniquely positioned to ensure seamless continuity of services without any operational gaps.

Given these factors, awarding the contract to Reveal Global Consulting as a sole source is in the best interest of FMCSA and will safeguard both operational efficiency and mission-critical activities.

Therefore, it is more efficient to award this task order to Reveal Global Consulting to provide consistency, quality, and continuity of support of the complex TruData data lake integrated project requirements that are part of a highly visible IT investment.

Reveal Global Consulting has demonstrated a technical thought process and architectural approach that is very much aligned with FMCSA’s vision and has demonstrated that core focus area for their business is delivering digital transformation to organizations by providing data management solutions. Given the legacy nature of the modernization effort of the TruData Modernization (Data Platform) effort and its integral role in FMCSA’s Safety mission, transitioning the remaining work to a different contractor would introduce significant risks and inefficiencies. The reasons for retaining the current contractor include an in-depth understanding of the TruData Modernization architecture, integrations, data lake, data warehouses and datamarts.

Prior development by Reveal Global Consulting, have already achieved over one hundred (100+) datamarts in the production environment, inspection data being used by thirty-eight

(38) States in the datahub, Licensing and Insurance (L&I) data and Dissemination data being used by FMCSA teams. Applications schemas using half of a terabyte of data in the production environment includes, Enforcement Management Information System (EMIS), FMCSA, SAFESPECT, and Motor Carrier Management Information Systems (MCMIS).

FMCSA CTO has a structured roadmap for fully modernizing MCMIS by 2029, hence continuation of this contract is needed in order to meet those objectives.

(v) A determination by the ordering activity contracting officer that the order represents the best value consistent with GSAR 538.7102-2 .

The Contracting Officer (CO) will ensure that all costs associated with the proposed award are fair and reasonable and reflect the best value to the government. The CO will perform a detailed price analysis of the quotation to substantiate this determination.

(vi) A description of the market research conducted among schedule holders and the results, or a statement of the reason market research was not conducted.

No additional market research was conducted for the TruData Modernization data lake because it can only be performed by Reveal Global Consulting. However, market research is being performed to support the future competition of the operations and maintenance support services procurement that will be a follow-on to this requirement.

(vii) Any other facts supporting the justification.

None.

(viii) A statement of the actions, if any, the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for the supplies or services is made.

Currently, the Government is not able to remove or overcome the barriers to competition to fulfil the continuation of development of the TruData Modernization (Data Platform). Upon completion of this action, future competitions for the TruData Modernization (Data Platform) development and support will no longer be sole sourced. The successful maintenance and subsequent changes of the TruData Modernization Data platform will allow the Department to solicit competitive orders for Data Platform Modernization in the future.
