About this file

This document is a comprehensive Questions and Answers (Q&A) file for a trucking services contract involving transportation between Portsmouth Naval Shipyard and Naval Submarine Base New London. The contract requires a fully enclosed box truck capable of handling six 4'x4' pallets with a 12,000 lbs maximum load capacity, operating Monday through Saturday with flexible scheduling. Trucks will transport various equipment and components including software, hardware, electrical components, valves, and wiring, with specific requirements for base access, security clearances, and vehicle specifications.

Key operational details include daily full truck load (FTL) movements with precise pickup and delivery windows at specific buildings, overnight shipment holding, and no hazardous materials transportation. Drivers must meet strict base access requirements, including potential background checks and security clearances. Vehicle specifications mandate an enclosed box truck with 12,000 net freight minimum capacity, preferably with a pallet jack and lift gate. The contract anticipates a 10-month performance period with variable daily load volumes, and contractors must be registered in SAM.gov with current registration to be eligible.

Trucking Service Industry Q&As Ques ons highlighted in yellow. Answers highlighted in green.

Q: It specifies a truck capable of handling at least six 4’x4’ pallets and 12,000 lbs. We have access to virtually every type of truck. Is there a preference for equipment type (dry van, flatbed, Conestoga, reefer, etc.)? box truck, fully enclosed with 12,000 net freight minimum, Straps. Clarified in SOW

Q: Could you please clarify the qualifica ons required to access both Portsmouth Naval Shipyard and Submarine Base New London? We are a brokerage so there is poten al to have a few different carriers coming in to pick up these loads over the course of the performance period.

h ps://www.cnic.navy.mil/Opera ons-and-Management/Base-Support/DBIDS/ for base access, There have been may instances in the past that have caused loads to be turned around and occasionally caused the arrest of the driver.

Lists of reasons that can cause a truck to be denied access can be but not limited to: Felony convic ons and or indictments, federally illegal drug use or possession (state laws are overridden on federal facili es), alcohol use or possession, firearm or other weapons possession, No contraband (alcohol, drugs, weapons, etc.) may be brought onto the base.

Preclusion List:

While not directly ed to SUBASE New London access, it's worth no ng the existence of a CMS (Centers for Medicare & Medicaid Services) Preclusion List. This list iden fies individuals and en es that are barred from par cipa on in Medicare due to certain misconduct. These individuals may also be barred from accessing other federal facili es, though this is not explicitly stated in the context of SUBASE New London.

To access restricted areas of Naval Submarine Base New London (SUBASE NL), individuals require specific authoriza on beyond general base access. Enclaves are areas with heightened security measures, and entry usually requires pre-approved passes, a Common Access Card (CAC), and/or specific clearance based on the nature of their business on base.

Here's a more detailed breakdown:

Base Access:

To enter the general area of SUBASE NL, you'll need to present a valid driver's license, vehicle registra on, proof of insurance, and a U.S. Department of Defense iden fica on card.

Enclave Access:

Access to specific enclaves (secure zones) within SUBASE NL requires addi onal authoriza on and may include:

Common Access Card (CAC): Military members, DoD civilians, and eligible contractors usually require a CAC for access to restricted areas.

Pre-approved passes: Depending on the enclave, you might need a temporary pass issued by the Security Office or a specific pass authorized by the Commanding Officer.

Specific clearance: Some enclaves may require background checks, security clearances, or other forms of authoriza on based on the nature of your work or visit.

Contractor Access:

Contractors need to ensure they have the necessary authoriza ons, passes, and follow the specific regula ons outlined in their contract.

In summary, to access enclaves at SUBASE NL, you will need to meet the requirements for general base access AND obtain the appropriate passes and/or security clearances specific to the enclaves you need to enter.
