Trimmings for Reproduction Curtains

Vanderbilt Mansion National Historic Site

SCOPE OF WORK

1. PROJECT DESCRIPTION

The National Park Service, Vanderbilt Mansion National Historic Site (NPS) has a requirement for 20 yards of custom color fringe, 40 yards of gallon with tassel fringe, and eight (8) tasseled tiebacks for reproduction curtains. Only fragments of the original curtains and trimmings survive.

The NPS is seeking options from synthetic (not silk) stock items that can be customized to incorporate details evident from the surviving fragments.

2. CONTRACT TYPE

The government anticipates awarding a firm-fixed price contract.

3. HISTORIC BACKGROUND AND DESCRIPTION OF THE CURTAINS

Vanderbilt Mansion National Historic Site is located in Hyde Park, Dutchess County, New York approximately 80 miles north of New York City. The house, designed by McKim, Mead and

White in 1895 for Frederick and Louise Vanderbilt is the centerpiece of the property and is open to the public for guided tours.

The original curtains were crimson silk velvet in the style of 17th-century Italian textiles, with silk faille applique work and trimmings. The original curtains were already in poor condition by the time the NPS took ownership of the property in 1940. The NPS replaced the curtains in 1968-69 with simple curtains, reusing some applique components from the original curtain panels on the new valances. While some of the original valances were preserved, only fragments of the original curtain panels and tasseled tiebacks survive.

4. STATEMENT OF WORK

Provide options for stock items that can be customized to approximate the original trimmings based on photographic evidence and surviving remnants.

Blocked Cut Fringe

The original fringe is composed of red, gold, and green silk threads, with an overall effect of alternating red and gold, approximately 7/8 inch to 1 inch high. Provide 20 yards of a synthetic blocked cut fringe that approximates the appearance and effect of the original fringe.

Double Tasseled Tiebacks

The original silk tiebacks were predominantly red and gold composed of double tassels and

“coulant” held together with tape rather than cord. The tassels forms are an ovoid mold with

“passage en croix” effect and a skirt with two layers of “ganse” fringe with tassels. The tassel molds and “coulant” are edged with a cut pile ruff. Provide eight synthetic fiber tasseled tiebacks that incorporate some of the features found on the original tiebacks.

Galon with Tassel Fringe

No fragments of the original curtain panel trimmings survive, but photographic evidence suggests it was a Galon with Tassel Fringe. Provide 40 yards of a synthetic option in red and gold colors that will approximate the effect seen in the historic photograph.

The red color for all trimmings must match the color of Lelievre Sultan polyester velvet, color:

Theatre (H0 0002 0220). The National Park Service will supply a sample cutting of the velvet for color matching.

5. SAM R EGISTRATION

All Contractors shall be registered in SAM.gov.

6. DELIVERABLES

Produce and deliver the following:

a. 20 yards, synthetic blocked cut fringe, red and gold.

b. 40 yards, synthetic gallon with tassel fringe, red and gold.

c. 8 double tasseled tiebacks, red and gold.

7. PERIOD OF PERFORMANCE

NPS anticipates awarding a contract with 6-month period of performance.

8. CONTRACTING OFFICER’S REPRESENTATIVE

The Contracting Officer’s Representative (COR) for the purpose of this order is:

Hyde Park, NY 12538

9. Evaluation Methodology

Award will be made to the responsible offeror whose quote conforms to the solicitation and represents the best value to the Government based upon an integrated assessment of the factors listed below. The Government will consider: Technical Capability, Personnel, Past Performance, and Price. The government reserves the right to award this action to other than the lowest priced offer.

1. Factor 1- Technical Capability (limited to 5 pages)

Offeror shall submit photographs of the trimmings proposed and a written description of how offerors propose to modify colors and details to meet the government’s need based on the historic evidence described in Section 4 and illustrations in Section 11.

Offeror shall include a concept drawing and samples of trimmings to demonstrate the quality and craftsmanship. Government will return samples within 30 days after contract award.

2. Factor 2- Management Capability (limited to 2 pages) Offers shall submit a work plan detailing the steps, approval processes, and time required for each step (e.g.: submission of artwork, submission of color fibers, strike-offs or trial samples, final delivery, etc.).

3. Factor 3- Past Performance (limited to 4 pages, including photographs)

a. An evaluation of offeror’s past performance information will be conducted subsequent to the technical evaluation. The offeror must have demonstrated mailto:frank_futral@nps.gov successful completion of projects similar in quality, technique, and complexity.

Preference will be given to quotes that demonstrate past performance of similar projects related to reproduction services of similar historic significance.

b. The evaluation will be based on information obtained from the written proposal, photographs, other relevant past performance information obtained from sources known to the Government, and any other information supplied by the offeror, to include problems encountered on the identified contracts and corrective action taken.

c. The Government will assess the relative risks associated with each offeror.

Performance risks are those associated with an offeror’s likelihood of success in performing the acquisition requirements as indicated by that offeror’s record of past performance.

d. The assessment of performance risk is not intended to be the product of a mechanical or mathematical analysis of an offeror’s performance on a list of contracts, but rather the product of subjective judgement by the Government after it considers all available and relevant information.

e. When assessing performance risks, the Government will focus on the past performance of the offeror as it relates to all acquisition requirements, such as: 1) the offeror’s record of performing according to specifications, including standards of good workmanship; 2) the offeror’s record of controlling and forecasting costs; 3) the offeror’s adherence to contract schedules including the administrative aspects of performance; 4) the offeror’s reputation for reasonable and cooperative behavior and commitment to customer satisfaction; and 5) the offeror’s business-like concern for the interest of the customer.

f. The Government will consider the currency and relevance of the information, sources of the information, context of the data and general trends in the offeror’s performance. The lack of a relevant performance record may result in an unknown performance risk assessment, which will neither be used to the advantage nor disadvantage of the offeror.

Note: Contractors submitting offers without past performance will receive a neutral rating.

g. Offerors shall provide three (3) projects completed in the past ten (10) years with a similar scope. Describe any previous experience in acquiring and delivering product of this kind, including the scope and complexity of the project. Contractor shall also submit detailed photographic samples from previous contracts and specify techniques utilized to complete the work.

Note: Listing completed projects does not address this criterion. A narrative that articulates past experience and description of successful completion of deliveries should be discussed.

Price

a. Offeror’s price quote will not be point scored or adjectively scored but will be evaluated on price reasonableness and realism. The price quote will also be used as an aid to determine that the Offeror understands the requirements of the solicitation, price reasonableness and to assess the validity of the offeror’s approach to managing and performing the work.

b. The offeror shall submit a price quote separate from all other volumes; any pricing information found in the technical or past performance volumes will be removed prior to evaluation.

c. The Government will evaluate the price quote for reasonableness and realism. The

Government will also evaluate price with regards to the ability of the offeror to meet requirements in terms of skills required, complexity of disciplines and job difficulty, if the Government deems such analysis necessary. Offerors shall include pricing per the price schedule below:
