About this file
This document outlines the high-level objectives for the TRICARE Dental Plan Seventh Generation (TDP-7) contract, a federal dental benefits program administered by the Defense Health Agency (DHA). The TDP-7 will include 2-4 dental carriers providing worldwide dental coverage to approximately 1.7 million enrollees from eligible family members of active-duty personnel, Selected Reserve members, Individual Ready Reserve (IRR) members, National Guard members, and their families. The geographic service area encompasses the Continental United States (CONUS)—including the 50 states, District of Columbia, Puerto Rico, Guam, and U.S. Virgin Islands—plus all other countries and territories outside CONUS for credentialed TRICARE OCONUS Preferred Dentists (TOPDs).
The contract requires contractors to provide cost-effective general and specialty dental care services while establishing and maintaining provider networks across all service areas. Key operational requirements include compliance with the current American Dental Association (ADA) Current Dental Terminology (CDT) manual, deployment of Mobile Dental Units (MDUs), and comprehensive program administration including customer service, benefit management, provider network management, claims processing, and beneficiary and provider education. Contractors must offer two plan options: a Basic Plan compliant with 32 CFR 199.13(e)(iv)(2) and a High-Option Plan with enhanced coverage. Additional requirements include executing a Memorandum of Understanding (MOU) or Service Level Agreement (SLA) with the Third-Party Administrator (TPA) regarding premium transfers, data sharing, and systems interfaces. Enrollment will be managed by the TPA during an annual open-season enrollment period aligned with TRICARE's open season, with no automatic enrollment at contract start.

OBJECTIVES
• Scope: The TRICARE Dental Program (TDP) offers worldwide dental coverage to all eligible family members of Uniformed Service active-duty personnel, members of the
Selected Reserve, the Individual Ready Reserve (IRR), the National Guard, and their eligible family members. Active-duty service members, former spouses, parents, in-laws, disabled veterans, foreign personnel, and retirees and their families are not eligible for the
