About this file

This document is a Special Notice from the Portsmouth Naval Shipyard (PNSY) regarding upcoming "Triad" contract requirements for multiple projects. The key details are:

The Triad contract will be a single Firm-Fixed Price contract that combines similar non-complex requirements for three separate projects at PNSY and Naval Base Point Loma in San Diego. The goal is to minimize administrative actions for both the contractor and government. The contract will have designated SLINs for each project location with specific delivery dates rather than periods of performance. PNSY is providing sample documents, including an example RFQ and contract structure, to give industry insight into the Triad contract approach. PNSY is encouraging industry feedback on the Triad concept prior to issuing the formal solicitation, which is expected in the coming weeks under Solicitation Number N3904024R0101 for "MULTI-Project Reefer/Freezer Container Rentals". This is a small business set-aside opportunity with a NAICS code of 493120 and a size standard of $36.5 million.

Special Notice: PNSY Upcoming “Triad” Requirements

The Portsmouth Naval Shipyard (PNSY) has three (3) upcoming projects that will be underway simultaneously. In an effort execute the multitude of contracts that will be necessary to support these projects, the contracting team is preparing for the first time to execute what we are referring to as a “Triad” contract – a single Firm-Fixed Price contract that will combine similar non-complex requirements for multiple projects (Ex. Chemical toilet requirements for three projects will be one contract, rather than three separate contracts per project). The overall goal of the Triad contract is greatly alleviate managerial and administrative actions for both the Contractor and the Government in support of our mission and defense of our nation.

Items of Note:

REQUEST FOR QUOTE: Understanding what a Request for Quote (RFQ) is communicating/requesting is crucial to a vendor’s ability to understand the Government’s need, to provide competitive pricing, reduce chance that a quote will be found technically unacceptable and will ensure a successful contract after award. Attachment 1 – “SAMPLE RFQ” has been attached to provide an example what can be expected in a Solicitation posting.

CLIN STRUCTURE: Each project will have its own designated set of SLINs (Sub-Contract Line Item Number) relative to its location. Each set of SLINs will have its own delivery information, dates, data requirements etc. as necessary directly correlating to its respective project. The Triad contract will comprise of projects taking place at both Portsmouth Naval Shipyard in Kittery, Maine as well as Naval Base Point Loma in San Diego, CA. Attachment 2 – “Sample TRIAD Contract” has been attached to provide insight into how these contracts will be structured.

DELIVERY: As most of our industry partners know, project schedules often shift resulting in burdensome post-award modifications, work churn and at times confusion. To alleviate this, PNSY will be using a delivery date strategy rather than Period of Performance dates. As an example, a Base CLIN will be initiated to begin “30 Days After Notice to Proceed (ANP)” – this notice will be provided by the contract’s COR within 30 days of the effective date for performance/delivery of equipment. Attachment 3 – “Notice to Proceed” has been attached to illustrate how a Contractor will be informed that delivery/performance shall begin.

PNSY would like to encourage industry to respond to this notice with any questions prior to our solicitation efforts that will begin in the following weeks. Feedback is also welcome in regard to equipment availability, lead-times, technical specifications achievability, potential industry issues etc. It is our hope that opening this line of communication will support healthy competition, ensure successful resultant contracts and help build relationships with our industry partners.

As we receive questions from industry, PNSY will compile these questions and post answers to this notice. Potential vendors are encouraged to review those questions and answers prior to submission of their question as it may be the case that it has already been answered.

This Special Notice will remain active for approximately 2 months to allow sufficient time for industry question submission and Government response. Please submit your questions/feedback via email to BOTH Government POCs listed below:
