Statement of Need

Lenell S2 Access Control

1. Background:

The Corporal Michael J. Crescenz VA Medical Center (CMJC VAMC), located at 3900 Woodland Ave., Philadelphia, PA., is mandated by VA Policy, ISC policy and Presidential Directive to use employee PIV cards to control access to critical areas of the hospital. To facilitate compliance with these policies, the CMJC VAMC has installed over 600 access-controlled doors. Access to these areas is managed with the use of an access control server and software.

2. History of the Requirement:

a. The Physical Access Control System (PACS) currently in use at the VAMC is

ACRE Premisys, ver 4.7.55. This system is currently out of date and unsupported.

To receive support and critical updates from the manufacturer, this software requires an update to version 4.11

b. Government standards require that Access Control Systems be compliant with OMB policies M-19-17 and M-05-24, NIST SP800-63, FIPS-201-3, NIST SP800- 116 and all other applicable standards established by OMB, NIST and the OCIO Council.

c. The Premisys PACS does not meet or comply with these standards, therefore using government funds to upgrade Premisys would be prudent or fiscally responsible.

d. Prior to using Premisys PACS, the VAMC used Lenell S2 as the access control management system.

e. Lenell S2 is approved for use by the GSA and complies with OMB policies M-19- 17 and M-05-24, NIST SP800-63, FIPS-201-3, NIST SP800-116.

f. The CMJC VAMC owns the Lenell S2 software, but the last active license year was in 2014. The software will have to be updated to the latest version for renewal of licensing and support.

g. Licensing fees would include updating the software to the latest version and covering future updates and support up until November of 2026.

3. Summary of the Requirement:

The Premisys PACS suite currently in use, is several years out of date and unsupported.

It also fails to meet the guidelines and requirements set forth to be used in government facilities. The VAMC still has ownership rights to the previous PACS suite, Lenell S2.

This software is fully approved for use in federal facilities but is also several years out of date. However, the fee to upgrade the software license is significantly more cost effective than buying a completely new software license. The CMJC VAMC wishes to renew and restore the previously held Lenell S2 license with the intent of transitioning Access Control to this head end system. This will bring the VAMC into compliance with Federal guidelines, while also improving efficiency and utility.

4. Detailed description of requirement:

License and support renewal for Lenell S2 Onguard, Physical Access Control System software, covering the period from 11/26/2015 to 11/02/2026.

5. Incidental Services:

No incidental services are required.

6. Installation Requirements:

Installation and configuration will be handled by local IT and maintenance contractors.

7. Facility Access:

Police service will coordinate any facility access needs if required.

8. Delivery Instructions:

Software and licensing codes will be delivered to CMJC VAMC, Police Service, 3900 Woodland Avenue, Philadelphia, Pa. 19104. The following Police POC can be contacted to coordinate installation of the server.

a. Major Brian Klak, 215-823-5525

9. Other special requirements or situations:

No other special requirements or situations will be required at this time.
