About this file

This document is a Sole Source Determination and Justification for the purchase of locally-grown native tree and shrub stock by the Oregon Department of Fish and Wildlife (ODFW) for a habitat restoration project in the Trout Creek basin. The requested items include 2,700 riparian species and 1,000 upland species, all grown for over a year in 4" treepots by the sole source provider, Clearwater Nursery, which specializes in locally-sourced endemic species for large-scale restoration projects in Central Oregon. The sole source determination is justified based on Clearwater Nursery's unique ability to supply the required species, their consistent delivery of high-quality planting stock with excellent transplant survivability, and their geographic location within the region. The estimated cost for the purchase is $25,900. This sole source solicitation will result in a Purchase Order for the ODFW Foley Creek Restoration project, which is located in Jefferson County and the city of Madras.

Reason for Need:

Clearwater Nursery is the only Local Nursery that has collected endemic tree and shrub species from the Trout Creek basin. This nursery focuses on supplying large scale habitat restoration projects in Central Oregon. Over the past 15 years Jefferson County SWCD has used Clearwater Nursery on joint habitat restoration projects with ODFW. Clearwater Nursery has consistently delivered high quality planting stock that has shown excellent transplant survivability in the field.

Single of Multiple Purchases:

This is a single purchase of plants listed above.

Estimated Cost:

$25,900

Research Leading to Determination:

Internet research and local information indicate this in the only Nursery (also note that this an Oregon based small business) that locally sources and grows out species that are endemic to the Trout Creek basin. This locally grown stock in this size container has been observed by ODFW project staff over the past 15+years to have excellent survivability even in low precipitation years.
