About this file
This is a Source Selection Plan and Evaluation Factors document for a Tree Maintenance contract at Fort Sam Houston National Cemetery. The procurement is being conducted under FAR Part 13 procedures, with award intended to the responsible offeror offering the lowest price with a technically acceptable quote and reasonable pricing.
The evaluation will assess three primary factors. Factor 1: Technical Approach and Understanding of the Work requires contractor-provided statements demonstrating experience and abilities to perform tree maintenance tasks, International Society of Arboriculture certification, and a resume for the Certified Arborist showing minimum three years' experience as a direct supervisor of a commercial tree maintenance operation including removal, trimming, and stump removal at commercial, industrial, or public sites. Factor 2: Past Performance evaluates the contractor's technical qualifications on comparable projects within the last five years using the Contracting Officer's knowledge, minimum three recent project descriptions of similar size and scope, CPARS records, or other reasonable basis. Factor 3: Price evaluates the proposed price for lowest price technically acceptable (LPTA) and completeness/accuracy in the provided CLIN structure. Offerors failing to meet any technical acceptability evaluation factors are ineligible for contract award. The National Cemetery Administration (NCA) Contracting Office will conduct the evaluation.
