About this file
The document is a Government Technical Requirement Document (TRD) dated 24 July 2025 for a Power Pusher trailer mover. The technical requirements specify a heavy-duty trailer dolly designed for indoor and outdoor use in warehouse-like environments, with critical specifications including the ability to push, pull, and stop 35,000 pounds of weight, compatibility with munitions handling equipment, and operation by a single person. The trailer mover must have UL-listed maintenance-free batteries, an IP 65 water-resistant rating, and specific dimensions of 60.5H x 69.25" L x 42.25" W.
The detailed model specifications include a battery-powered 1500-Watt, 36 Volt DC motor with a 200A programmable controller, three Interstate SRM-31 12v batteries, foam-filled turf tires, and features such as regenerative braking, an on/off key switch, forward/reverse throttle, emergency stop, and horn. The primary goal is to replace the current method of multiple personnel manually moving heavy trailers, which poses significant injury risks and operational challenges. The equipment must have a pintle hook adapter compatible with existing munitions handling equipment and be storable in established building locations with a maximum width of 48 inches.

Government Technical Requirement Document (TRD)
Trailer Mover- Power Pusher
1. Introduction This document outlines the technical requirements for a heavy-duty trailer dolly.
This machine will be used indoors and outdoors on improved surfaces in a warehouse-like environment. In order be stored safely within previously established building locations, it must not exceed 48 inches in width.
This piece of equipment must be able to push, pull and stop 35,000 pounds of weight because of the weight of the assets that can be loaded and transported on the trailers. A trailer mover must be able to move trailers via a pintle hook without weight on the trailer tongue because of trailers that have front steering axels with a pintle lunette ring. It must have a pintle hook adapter that mates with all of our current munitions handling equipment
The trailer mover must have UL listed batteries for safe operation and charging ability. The batteries need to be maintenance free to reduce to need for servicing to prevent down time. The machine will also have to have an IP 65 water-resistant rating of a minimum. Regenerative braking to charge the batteries during use is not required but preferred to extend length of use before needing recharged.
The trailer mover must be able to be operated by one person. The current method to move these heavy assets around is by using multiple people to push these trailers. This method has an increased chance of causing personnel injury and it can be impossible to move the assets if there are not enough personnel present.
